Position Overview

The Manager of the Transfer Coordinator Office designates initial and subsequent institutional placement and security levels for individuals in custody assigned to institutions. This exciting position is responsible for the oversight and reviews of Reception and Classification (R&C), institutional transfers, reclassification requests and adult transitional center applications. The ideal candidate will be able to effectively serve as agency spokesperson on issues relating to Transfer Coordinator Office, coordinate and monitor department intake of individuals in custody from county jails and other law enforcement Agencies. Essential Functions

  • Serves as the Manager of Transfer Coordinator Office.
  • Reviews Reception and Classification (R&C), institutional transfers, and reclassification requests.
  • Serves as full line supervisor.
  • Coordinates with the statewide Central Transportation Unit which facilitates movement of individuals in custody and correctional officer trainees.
  • Serves as agency spokesperson on issues relating to Transfer Coordinator Officer.
  • Coordinates with Operations division on movement and assignment of individuals in custody at the facilities.
  • Serves as Coordinator, through a formed partnership with the U.S Department of Justice (DOJ), the International Prisoner Transfer Treaty which transfers individuals in custody from Illinois’ prisons to a penal system of the individuals in custody’s country of origin to serve remainder of sentence, while the DOJ works to bring U.S. Nationals back to this country.
  • Serves as Employee Review Hearing Officer for the Concordia Complex during disciplinary procedures for those employees who have been charged with violating departmental policies.
  • Serves as Coordinator and Team Leader for Critical Incident Reviews.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with courses in business administration.
  • Requires four (4) years of administrative experience in public or business organization.

Preferred Qualifications

  • Prefers at least three (3) years of supervisory experience.
  • Prefers at least three (3) years of interpreting and implementing policy and procedures.
  • Prefers at least three (3) years of experience drafting policy and procedures for a large agency (250 or more employees) or unit (20 or more employees).
  • Prefers at least five (5) years of experience in preparing reports and presenting before specialized audience or general public.
  • Prefers at least two (2) years of experience in coordinating transfers of individuals in custody.
  • Prefers at least three (3) years’ experience interpreting collective bargaining contracts and/or supervising union covered positions.
  • Prefers the ability to analyze administrative problems and adopt an effective course of action.
  • Prefers the ability to make informed decisions based on the best interest of the department, staff and individuals in custody.
  • Prefers experience in coordinating or facilitating training for a group of professionals.
  • Prefers at least two (2) years of experience working in a correctional setting.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Requires the ability to be on-call.
  • Requires the use of agency-supplied technology.
  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non- State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non- State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department.
