VAC Superintendent
Position Summary
The Superintendent serves as the chief administrative officer of the Piatt County Veterans Assistance Commission and is responsible for managing and supervising all programs and activities as delegated by the Commission. The Superintendent provides advocacy and direct assistance for veteran clients and their eligible dependents and ensures effective implementation of departmental objectives in accordance with the Illinois Military Veterans Assistance Act and all applicable federal, state, and local laws.
Essential Duties and Responsibilities
- Coordinate and oversee programs designed to aid and assist veterans and their family members throughout Piatt County
- Assist Veterans and/or dependents in obtaining Department of Veteran Affairs (VA) and other local, state, and federal benefits.
- Obtain and maintain any applicable licenses and/or certifications necessary to ensure the ongoing compliance and accreditation of the Commission in accordance with the Illinois Military Veterans Assistance Act and all applicable federal, state, and local laws.
- Provide advocacy and case management services to eligible veterans and dependents
- Administer temporary financial assistance in accordance with Illinois statutes and Commission guidelines
- Develop and implement departmental goals and objectives in alignment with directives from the Commission
- Supervise applicable staff engaged in departmental programs and activities
- Maintain current knowledge of Federal, State, and local programs, agencies, and benefits available to veterans
- Prepare, develop, and recommend the annual operating budget; monitor expenditures in accordance with approved appropriations
- Maintain accurate records and prepare required reports for the Commission and applicable oversight entities
- Promote understanding and utilization of available programs through outreach, public speaking, and public relations activities
- Establish and maintain positive working relationships with community groups, non-profits, external agencies, municipalities, townships, and state and federal partners
- Attend meetings, trainings, and professional development opportunities, including those sponsored by the Illinois Association of County Veterans Assistance Commissions
- Perform additional duties as assigned by the Commission
Qualifications
- Bachelor’s degree, preferably in public administration, social services, human services, business administration, or a related field, or a combination of education and work experience equivalent to the education gained from a bachelor’s degree.
- Three (3) to six (6) years of progressively responsible professional experience
- Two (2) years of managerial or supervisory experience preferred
- Experience in human services, social services, or veteran services preferred
- Honorably discharged veteran of the United States Armed Forces required
Knowledge, Skills, and Abilities
- Ability to read, analyze, and interpret regulations and policies to ensure program compliance
- Ability to write reports, business correspondence, and procedural manuals
- Ability to effectively present information to individuals, public groups, governing boards, and employees
- Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, tax levies, and percentages
- Ability to apply common-sense understanding to carry out instructions furnished in written, oral, or diagram form
- Ability to address problems involving several variables in standardized situations
- Ability to maintain effective working relationships with local agencies, non-profit organizations, township offices, and the general public
- Considerable knowledge of Federal, State, and local programs and resources available to veterans and their families
- Considerable knowledge of the process for assisting indigent veterans with temporary monetary relief as defined under Illinois law
- Considerable knowledge of applicable Federal, State, and local regulations and laws
- Considerable knowledge of principles and practices of social services work
- Good knowledge of supervisory practices
- Good knowledge of governmental accounting and budgeting processes
- Proficiency in computer operations and standard software applications

- Specific vision abilities required include close vision, distance vision, and the ability to adjust focus
Work Environment
This position is primarily performed in an indoor office environment and involves regular use of computers and standard office equipment. The noise level in the work environment is moderate. Occasional travel within and outside Piatt County may be required.
Supervisory Responsibility
- Provides direct supervision to individual contributors, including contractors, vendors, and third-party employees
- Provides direct and ongoing performance feedback
- Acts as a departmental leader and may become actively involved in operational tasks as needed to meet schedules and resolve issues
- Manages professional, paraprofessional, clerical/support, or general worker classifications

Pay: $50,000.00 - $63,700.00 per year
