In addition, you will lead system transitions, support users, enhance existing IT systems, and design or configure new solutions—including testing and validation of new or modified programs. Essential Functions

  • Under administrative direction, serves as a Technical Business Analyst II for the Department of Innovation & Technology (DoIT) supporting the Illinois Department on Aging (IDOA) performing complex professional and advisory functions in Application Services.
  • Writes user stories, use cases, and program specifications by participating in designing, testing, training, knowledge transfer, system tuning, and system implementation to translate and track results of business analysis through the entire Software Development Life Cycle (SDLC).
  • Serves as project/team leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.
  • Analyzes and recommends new procedures and techniques to improve requirements gathering, articulation, process and data modeling, testing and documentation processes.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Application Services or a related Information Technology field.

Specialized Skills

  • Requires three (3) years of professional experience applying multiple Software Development Life Cycle (SDLC) methodologies to projects, with demonstrated expertise in programming, business process design and reengineering, and requirements analysis using advanced visual modeling techniques including data flow diagrams, process maps, and use case modeling.
  • Requires three (3) years of professional experience utilizing a broad range of office productivity and development tools, including MS Office Suite (Word, Excel, PowerPoint), MS Project, MS Visio, and relational databases (DB2, SQL). Proven proficiency in development platforms and technologies including Visual Studio, .NET Framework, ActiveX, Digital Signature technology, Workflow tools, Adobe Acrobat/Designer, and SharePoint for both administration and development tasks.

Preferred Qualifications (In Order Of Significance)

  • Three (3) years of professional experience applying multiple Software Development Life Cycle (SDLC) methodologies to projects, with demonstrated expertise in programming, business process design and reengineering, and requirements analysis using advanced visual modeling techniques including data flow diagrams, process maps, and use case modeling.
  • Three (3) years of professional experience utilizing a broad range of office productivity and development tools, including MS Office Suite (Word, Excel, PowerPoint), MS Project, MS Visio, and relational databases (DB2, SQL). Proven proficiency in development platforms and technologies including Visual Studio, .NET Framework, ActiveX, Digital Signature technology, Workflow tools, Adobe Acrobat/Designer, and SharePoint for both administration and development tasks.
  • Three (3) years of professional experience demonstrating extensive and current knowledge of Information Technology principles—including systems architecture, interactive systems, and batch processing design—with a proven ability to design and develop solutions aligned with business needs and apply structured problem-solving techniques to transform abstract challenges into actionable outcomes.
  • Demonstrated verbal and written communication skills, with a proven ability to produce clear, concise, and audience-appropriate documentation, including user stories, technical specifications, training materials, and system manuals.
  • Ability to lead business requirements workshops, build consensus among stakeholders, and guide project teams through technical challenges. Skilled in negotiating with business and technical stakeholders to evaluate solution options and define project scope and direction.
  • Ability to deliver effective presentations to diverse audiences, ranging from technical teams to executive stakeholders. Comfortable presenting complex technical concepts in a clear and engaging manner to both large and small groups.
