Position Overview


This position is accountable for administering the Bureau of Operations policies and procedures for the management of the design, installation, operation, and maintenance of all traffic signals, flashing beacons, highway lighting units, and any other electronic traffic control devices, including the hardware and software of the system, in the district. This position is also accountable for the inspection, repair, monitoring, and preventative maintenance of all deep wells and pump houses in the district.

Essential Functions

  • Ensures the proper installation, maintenance, repair, and operation of all electrical traffic control devices, highway lighting, pump stations, deep wells, and other electrical equipment located on state highways within the district.
  • Ensures fiscal responsibility when prioritizing repairs, maintenance, and modernization of electrical systems and pumping operations.
  • Represents the district concerning litigation involving traffic control devices, highway lighting, and pumping operations.
  • Keeps abreast of the latest technologies in traffic signal and pump operation equipment to provide the highest level of service to the motoring public in the safest and most cost-effective manner.
  • Trains, motivates, and evaluates subordinate staff to ensure maintenance activities are performed safely, correctly, and in a timely manner.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of two years of college in civil engineering technology, pre-engineering, or a job-related technical/science curriculum, PLUS six years of engineering experience; OR Eight years of engineering experience.

Preferred Qualifications

  • Extensive knowledge of the principles and practices of civil engineering related to the design, construction, and maintenance of transportation projects.
  • Three years of experience in a supervisory position.
  • Ability to plan, organize, and execute administrative or technical program requirements.
  • Ability to plan and direct efforts of work for efficient accomplishments of program objectives.
  • Ability to maintain harmonious relationships with employees, agency officials, and the public.
  • Ability to adapt to new policies and manage time effectively.
  • Strong oral and written communication skills and experience communicating with the public.
  • Working knowledge of Microsoft Office software, Adobe Acrobat, GIS, and traffic simulation software.
  • Working knowledge of the Manual on Uniform Traffic Control Devices (MUTCD).

Conditions of Employment

  • Valid driver’s license.
  • Ability to work outdoors and traverse uneven terrain.
  • Districtwide travel, occasional statewide overnight travel to attend conferences, trainings, or meetings.
  • Occasional overtime during evenings and weekends.
  • 24/7 call availability.
  • Successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
