Position Overview

Under general direction, serves as a Substance Use Disorder Clinical Expert by providing clinical expertise in the performance of complex technical tasks in relation to the implementation of the monitoring process for the purpose of licensure, certification, and contract compliance of organizations providing substance abuse disorder treatment and intervention services. Implements monitoring (e.g., virtual, on-site) process for the purpose of review of organizations licensed and certified to provide substance use disorder and intervention services. Liaises with other Behavioral Health and Recovery staff to maintain detailed information and clinical expertise on all licensed/certified community agencies. Travels in the performance of duties.

Essential Functions

  • Serves as a Substance Use Disorder Clinical Expert by providing clinical expertise in the performance of complex technical tasks in relation to the implementation of the monitoring process for the purpose of licensure, certification, and contract compliance of organizations providing substance use disorder treatment and intervention services.
  • Contacts assigned organizations to schedule compliance reviews (e.g., virtual, Implements on-site visits) in compliance with accordance with regulatory timeliness and compliance monitoring process.
  • Conducts monitoring of licensed/certified organizations providing substance use disorder treatment and intervention services to assess the degree of compliance with administrative rules, state and federal regulations and funding requirements.
  • Prepares reports regarding the degree of compliance with rules, regulations, and requirements.
  • Liaises with other Behavioral Health and Recovery staff to maintain detailed information on licensed/certified organizations with licensure unit.
  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of master's degree.
  • Requires one (1) year of progressively responsible professional experience in community organization, social service work or in program planning and development.

Specialized Skills

  • Of the one (1) year of experience, requires one (1) year of experience in licensure/certification monitoring activities and substance use treatment delivery within a substance use disorder intervention and/or treatment program.

Preferred Qualifications

  • One (1) year of experience in licensure/certification monitoring activities and substance use treatment delivery within a substance use disorder intervention and/or treatment program.
  • Three (3) years of professional experience utilizing a personal computer, and working with Microsoft Office Suite, Webex, or similar products.
  • Three (3) years of professional experience in drafting reports and correspondence for a public or private organization.
  • Two (2) years of professional experience utilizing monitoring policies and procedures for a public or private organization.
  • Three (3) years of professional experience working with structure, organization, and methods of social welfare institutions.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires one of the following professional credentials or certifications: Clinical certification as a Certified Alcohol and Drug Counselor from the Illinois Certification Board (ICB), or licensed professional counselor or licensed clinical professional counselor pursuant to the Professional Counselor and Professional Clinical Counselor Licensing Act (225 ILCS 107), or licensed as a psychologist pursuant to the Clinical Psychology Practice Act (225 ILCS 15), or licensed as a social worker or licensed clinical social worker pursuant to the Clinical Social Work and Social Work Practice Act (225 ILCS 20), or licensed marriage and family therapist pursuant to the Marriage and Family Therapy Act [225 ILCS 55], or a board-certified psychiatric-mental health nurse practitioner (PMHNP-BC), or a physician assistant with a Certificate of Added Qualifications (CAQ) in psychiatry in accordance with the requirements specified by the American Nurses Credentialing Center or the National Commission on Certification of Physician Assistants.

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
