Position Overview

Serves as an internal auditor for the Inspecions and Audits Division, under the office of the Director; Ensures internal controls within the IS applications are in compliance with various requirements including ISACA defined IS Auditing Standards, Guidelines and Procedures; National Institute of Standards and Technology (NIST); Federal and State statutes; standards and policies developed by other authoritative entities, such as the Federal Bureau of Investigation (FBI), American Institute of Certified Public Accountants (AICPA), Institute of Internal Auditors (IIA) and others as appropriate; and agency policy and procedures; conducts tests of major new systems and modifications to major systems maintained by ISP to ensure the confidentiality, integrity, and availability of the data in accordance with standards outlined in ISACA defined IS Auditing Standards, Guidelines and Procedures; NIST standards; Federal and State statutes; and Agency policies and procedures; reviews agency programs, operations and records for completeness, accuracy, and compliance with agency policy, procedures, and applicable standards; plans audit, documents agency control structure for efficiency and effectiveness, assesses program risks, and develops audit programs for area under audit; drafts final audit findings and develops audit reports, discusses and submits final audit findings and audit reports to the Chief Internal Auditor, prepares correspondence for distribution of report(s), and maintains audit file pending the auditee’s responses and finalizing of the audit report; assists the Chief Internal Auditor in adopting audit techniques, policy concepts within the framework of statutory requirements, standards, policies and procedures, and suggests changes to the Office policy and procedures with a primary focus on information technology.

Essential Functions

  • Serves as Internal Audit in Charge on various complex routine and non-routine audits of major new system developments or modifications to major systems or other audit projects.
  • Conducts entrance conferences, meeting with agency/division liaisons and other agency personnel to discuss the detail, duration, the scope of the audit, which may require travel to various statewide locations in the performance of these duties and use of a state vehicle.
  • Analyzes and compiles information gathered during the audit, preparing workpapers, supporting materials and preliminary audit findings for review by the Chief Internal Auditor for the assigned audit.
  • Continues professional education through formal and in-house training; confers with audit professionals to increase knowledge in audit practices, and in programmatic activities of agencies with a primary focus on information technology, evaluates the training needs of staff, and communicates with the Chief Internal Auditor regarding audit training needs.
  • Assists the Chief Internal Auditor in adopting audit techniques, policy concepts within the framework of statutory requirements, standards, policies and procedures, and suggests changes to the Office policy and procedures with a primary focus on information technology.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Prefers certification as a Certified Information Systems Auditor (CISA).
  • Prefers four (4) years of professional experience in independently auditing information systems including the information systems environment, system applications, system security and mainframes.
  • Prefers four (4) years of professional experience conducting tests of new systems and modifications to systems to ensure the confidentiality, integrity, and availability of the data in accordance with various standards.
  • Prefers four (4) years professional experience preparing clear, concise, and complete audit programs, including audit objectives, the scope of the audit and the necessary tests to be performed.
  • Prefers four (4) years professional experience in preparing final audit findings with recommendations and supporting workpaper documentation and developing final audit reports.
  • Prefers three (3) years of professional experience preparing for, attending and conducting entrance/exit conferences to discuss audit matters with agency personnel, and participating in the discussion of audit findings prior to the issuance of the audit report.
  • Prefers two (2) years of experience using automated auditing software programs and accounting software programs including the Enterprise Resource Planning System (ERP).
  • Prefers two (2) years supervisory experience in information systems auditing and the ability to coordinate the activities of work associates to achieve desired results.
  • Prefers Certified Internal Auditor (CIA) certificate or Certified Public Accountant (CPA) certificate.
  • Prefers developed verbal and written communication skills to present technical information to others with clarity and precision.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver's license.
  • Ability to work overtime on an as needed basis.
  • Requires ability to pass the ISP background check.
  • Requires ability to pass a drug screening.
