Position Overview

This position is accountable for directing and supervising all aspects of Illinois airport project programming, planning, environmental determinations, airspace coordination, and statewide special programs. Included in this role is accountability for state and federal grant funds application, management, reporting, and grant assurance compliance required by the State Block Grant Program (SBGP) memorandum of agreement (MOA) for the administration of the statewide Airport Improvement Program (AIP) for Illinois approximately 75 publicly owned airports.

Essential Functions

  • Supervises the allocation and tracking of all project grant funding and acts as the state’s primary point of contact for the administration of the State Block Grant Program (SBGP).
  • Oversees the development, review, and approval of airport master plans, layout plans, farming plats, environmental determinations, and the coordination of airspace reviews.
  • Manages, directs, and participates in the development of all project programming and project specific environmental clearances for the state’s Airport Improvement Program (AIP) utilizing federal and state funds.
  • Coordinates and manages staff responsible for monitoring the statewide Automated Weather Observation System (AWOS) maintenance and upgrade program.
  • Oversees the review and airspace approval of construction safety and phasing plans, obstruction evaluation submittals, and navigational aid (NAVAID) siting and approach development.
  • Coordinates and manages staff responsible for reviewing and approving airport project environmental determinations, noise studies, permitting, wildlife hazard determinations, and archeological studies.
  • Addresses compliance matters at airports as required by the terms and conditions of accepting AIP grants and Federal Aviation Administration (FAA) orders.
  • Manages the state’s airport asset management program through the utilization of outside consultants who conduct pavement condition index surveys for purposes of prioritizing airport improvements.
  • Oversees the maintenance of all Computer Aided Drafting and Design (CADD) and geographic information system (GIS) records and files and all other graphical representations in an electronic format.
  • Reviews and approves consultant statement of economic and financial condition (SEFC) prequalification request submittals and sponsor qualifications-based consultant selection activities and retainer agreements.
  • Directs, motivates, and supervises personnel to accomplish the Airport Programming, Planning, and Environment Section’s work programs and goals within the scope of the Division of Aeronautics financial resources and prescribed guidelines.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Five years of experience in civil engineering.

Preferred Qualifications

  • Supervisory experience.
  • Experience in the area of airport engineering.
  • Comprehensive knowledge of the principles and practices of civil engineering.
  • Experience in financial management of large civil transportation projects and programs.
  • Strong organizational, leadership, and self-motivational skills and experience in personnel management.
  • Strong oral and written communication skills and experience in presenting technical matters to industry audiences.

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
