Position Overview
The Illinois Department of Insurance is seeking to hire an Accountant Supervisor to serve as a working supervisor of the staff and operations of the Insurance Tax Administration Unit, responsible for the annual collection and deposit of over $600 million in taxes and fees. This position reconciles records with the Treasurer’s records upon receipt of the Treasurer’s draft; implements all procedures necessary to comply with the Accounts Receivable Collection Act; audits and evaluates the Fire Marshall Tax, Cost Containment Fees, and Surplus Lines Tax filed and paid by insurance companies; audits semiannual Surplus Lines Privilege Tax filings to ensure filing is proper and accurate; assists with the less complex retaliatory tax audits. Essential Functions
- Serves as working supervisor to staff engaged in validation, cashiering and bookkeeping functions.
- Reconciles records with the Treasurer’s records upon receipt of the Treasurer’s draft.
- Implements all procedures necessary to comply with the Accounts Receivable Collection Act which involves quarterly reporting of delinquent accounts by days past due.
- Audits and evaluates the Fire Marshall Tax, Cost Containment Fees, and Surplus Lines Tax filed and paid by insurance companies.
- Audits semiannual Surplus Lines Privilege Tax filings to ensure filing is proper and accurate.
- Assists with the less complex retaliatory tax audits according to type of company, entity, capital and surplus requirements, Illinois statutes and the Department administrative regulations.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college with courses in business administration and accounting.
- Requires two (2) years of professional experience in accounting, external auditing, budgetary planning and control or public accounting.
Preferred Qualifications
- Prefers at least two (2) years of experience gaining extensive knowledge of accounting and auditing theory, principles, methods and procedures.
- Prefers at least two (2) years of experience gaining extensive knowledge of laws, rules and regulations relating to state or non-state accounting or auditing procedures.
- Prefers at least two (2) years of experience gaining working knowledge of office methods, procedures, standard office accounting machines and equipment.
- Prefers at least two (2) years of experience gaining knowledge of security investments that include treasury securities and municipal securities.
- Prefers proven ability to prepare comprehensive accounting reports and spreadsheets.
- Prefers proven ability to determine violations and noncompliance with the law and to detect and explain significant irregularities.
- Prefers proven ability to review detailed work including written or numerical data and to make calculations rapidly and accurately.
- Prefers proven skill and ability to evaluate more difficult accounting problems and to analyze and interpret more complex accounting records.
- Prefers at least two (2) years of experience supervising a staff of subordinates engaged in general accounting, budgeting or external auditing activities.
- Prefers ability to establish and maintain satisfactory working relationships and to deal tactfully with controversial problems.
