OVERVIEW

The Cook County Bureau of Asset Management is seeking a Deputy Director, Real Estate. This role supports the day-to-day operations and overall administration of the Real Estate Management Division. The Deputy Director assists in reviewing strategic real estate needs and developing policies related to property acquisition, leasing, and disposition. Responsibilities include inspecting properties, maintaining records of County-owned assets (leases, deeds, easements), and overseeing contract preparation. The role also ensures the implementation of procedures aligned with the division's goals and approves payment warrants related to real estate transactions.

ROLE SUMMARY

Assist with the overall administration and management of the real estate management division day-to-day operations. Assist in reviewing the strategic real estate needs as well as policy development in accordance with real estate acquisition and/or leasing. Support the acquisition and disposition of properties within the County. Inspect properties under consideration for acquisition, lease, disposition, or improvement. Implement policies and procedures to carry out the goals and objectives respective to the division. Maintain records of leases, deeds and easements of County owned property and approves all warrants for the payment. Assists in the preparation of deeds, leases and contracts.

TYPICAL JOB DUTIES

  • Assist with the day-to day administration and management of the real estate division to ensure efficient operations.
  • Support the inspection process of properties under acquisition, and recommends acquisition, lease, disposition, improvement.
  • Organize and facilitate real estate meetings with staff members, consultants, contractors, and other agencies to manage and communicate information effectively.
  • Manage the records of County property leases, deeds, and easements, ensuring compliance with regulations.
  • Guide department staff on methods, interprets complex regulations, and oversee special projects under the guidance of senior leadership.
  • Assist in the development and implementation of policies and procedures to carry out the goals and objectives of the division.
  • Support the preparation of deeds, leases and contracts on behalf of the County. Monitor the recording of documents pertaining to the purchase and sale of property.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of state, county, municipal laws and ordinances with ability to ascertain compliance with laws, ordinances, and regulations. Ability to identify between errors, irregularities and illegal acts, and take appropriate action.
  • Knowledge of the County's real estate division and administration with the ability to demonstrate tact and diplomacy dealing with employee issues in a wide range of diverse situations.
  • Excellent writing skills coupled with the ability to problem solve in diverse situations and manage multiple projects simultaneously.
  • Ability to provide strategic leadership, insight, support, and direction to support the unit's mission and goals.
  • Ability to solve complex problems that have long-term impact on the unit and organization.
  • Ability to implement the strategic vision of a department or organization-wide function.
  • Ability to implement plans and objectives, and oversee the efficiency and performance of specific processes

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor's Degree or higher and
Four (4) years of experience in real estate, corporate transactions, public administration, or directly related experience or
An equivalent combination of education and/or experience.

PREFERED QUALIFICATIONS
Graduation from an accredited college or university with a Master's Degree or Juris Doctorate Degree.
Six (6) years of experience in real estate, corporate transactions, or public administration.
Four (4) years of previous management or supervisory experience.
Illinois Broker's or Managing Broker's License.

PHYSICAL REQUIREMENTS

Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.

RESIDENCY REQUIREMENT: Pursuant to the Shakman Consent Decree, Supplemental Relief Order, and the Cook County Personnel this position is exempt from the County's career service rules, is at-will and political reasons or factors may be considered when taking any employment action. As an employee in a Shakman Exempt position, if you do not currently live in Cook County, you will have six (6) months from date of hire to establish actual residency within Cook County.
