General Summary :
Reporting to the AVP of Community Reentry Services, the Director of Supportive Reentry Services provides strategic leadership, oversight, and management of pre-release, pre-trial, and reentry services within the Community Reentry Services Division. This role is responsible for the planning, implementation, supervision, and evaluation of programs including pre-release linkage and case management, reentry case management, supportive employment services, and centralized intake. The Director ensures effective service delivery, regulatory and grant compliance, stakeholder engagement, program performance, and continuity of care for justice-involved individuals transitioning successfully into the community.

Essential Duties and Responsibilities
Stakeholder Interface
- Monitor and provide collaborative oversight of programmatic operations including reviewing program outcomes status, reviewing, and reporting on program status including data overview.
- Develop, implement, and monitor new and existing pre-release and reentry services adhering to Safer policy and procedures, funder, and external stakeholder requirements as applicable.
- Develop, implement, train, and monitor the centralized intake function.
- Work with Safer’s Workforce Development team in establishing pathways, and employer relationships, and managing employment placements for the supportive employment team.
- Collaborate with internal directors and managers to develop, implement, and monitor referral pathways.
- Provide strategic oversight and accountability for monthly integrative staffing meetings, ensuring consistent participation and collaboration among internal teams and external agency partners to coordinate services, address barriers, align interventions, and improve client outcomes.
- Train and supervise staff on proper reentry cross-systems care, delivery, documentation, and policies and procedures.
- Lead and strengthen partnerships with Adult Transition Centers (ATC), Illinois Department of Corrections (IDOC), and the Cook County Sheriff’s Office (CCSO) to develop and implement coordinated pre-release and reentry pathways that ensure continuity of care, seamless service transitions, and successful community reintegration upon release.
- Processes and procedures are developed, trained on, periodically reviewed, and improved throughout the course of the grant.
- Attend training to improve knowledge of the field and evidenced-based interventions, concepts, and practices.
- Performance is routinely monitored proactively, and in some cases reactively, and corrective action in the form of verbal coaching, job-aids, and training are routinely carried out.
- Weekly staffings are conducted to review new and existing clients and progress in the program. Expectations of staff are communicated, and necessary follow-up is provided.
- Processes are developed with other internal or external departments or programs involved as necessary to expedite processes and remove barriers.
- Performs other duties as assigned.
Stakeholder Outreach and Recruitment
- Ensure business enhancement and program growth by maintaining effective working relationships with partner agencies, funders, and other external stakeholders, as well as state, local, and municipal government officials; represent the agency on state, city, and county taskforces and initiatives related to division programs.
- Participate in relative conferences, webinars, and presentations.
- Coordinate outreach events with various external partners as a community-led effort.
Tracking, Document and Reporting
- Gather, synthesize, and present all relevant programmatic data for grant reporting alongside Clinical Services Supervisor s on a monthly, quarterly, and yearly basis.
- Create and implement various programmatic procedures and guidelines using the Salesforce programming function.
- Complete quarterly programmatic reports for any state/federal grant-funded programs providing supportive reentry services.
- Work alongside Quality Assurance Administrator in developing and integrating internal audit tools for reentry staff to monitor client files.
- Propose and update salesforce fields in collaboration with AVP, Systems Analytics and Clinical Services Supervisor to adjust to documentation and data trends.
Fiscal Reporting and Accountability
- Ensure timely and accurate submission of required reports, documentation, and performance measures to funding agencies, regulatory bodies, and organizational leadership.
- Monitor program budgets and spend down reports to ensure alignment between budget and program operations.
- Authorize the purchase of supplies, equipment, and resources to ensure expenditures remain within allocated funding and aligns with operational needs.
- Ensure effective fiscal stewardship by tracking budget utilization, forecasting resource needs, and maintaining accountability for available funding sources.
Supervision
- Conduct and document regular staff supervision meetings and coaching sessions.
- Train and supervise staff on documentation, policies, procedures, and program protocols.
- Provide performance coaching, troubleshoot operational issues, and escalate concerns as needed.
- Complete mid-year and annual performance evaluations and implement corrective action plans when necessary.
- Review and approve timecards, leave requests, and expense reports in a timely manner.
- Promote staff accountability, professional development, and compliance with agency standards.
Required Knowledge, Skills, and Abilities:
- Knowledge of reentry services, behavioral health, case management, and community resources.
- Knowledge of grant management, contract compliance, program evaluation, and performance reporting.
- Knowledge of budgeting, fiscal oversight, and resource management.
- Strong leadership, staff supervision, and team development skills.
- Strong organizational, problem-solving, and decision-making skills.
- Proficiency in data analysis, report preparation, and Microsoft Office applications.
- Ability to interpret policies, regulations, and contractual requirements and ensure program compliance.
- Ability to effectively present information to staff, leadership, funders, and community partners.
Education and Experience:
- High School Diploma and/or equivalent required; Bachelor’s Degree in Criminal Justice or other social studies area preferred.
- Bi-lingual preferred
- At least five years of relevant experience in the criminal justice field with substance use disorders and co-occurring disorders.
- Strong programmatic and operational experience: Ability to conceive intricate operational processes and take from concept to reality.
- Experience collaborating with multi-disciplinary teams; running programs/units within larger complex government or social service agencies.
- Able to operate in fluid environment.
- In-depth practical knowledge of HIPAA and 42 CFR Part 2
- Skilled in managing various/multiple projects while responding to job position needs.
