Region Chief - Region 5 (Southern Region)
The Office of Statewide Pretrial Services’ (OSPS or Office) is a statewide office that provides pretrial services under the Pretrial Services Act, 725 ILCS 185. The Office’s mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. OSPS prepares pretrial investigation reports for the courts and supervises individuals released from custody as directed by the court.
The Region Chief oversees the delivery of pretrial services within the Office of Statewide Pretrial Services (OSPS) in their assigned region under the general supervision of the Assistant Deputy Director of Field Operations. Responsibilities include managing pretrial investigations, reporting, and supervision activities; preparing service delivery reports; supervising regional staff; and ensuring compliance with OSPS policies and standards.
Will cover the following counties ( 1st or 2nd Circuits): Franklin, Jefferson, Williamson, Jackson & Saline

FUNCTIONS INCLUDE:
· Plans, directs, and oversees pretrial investigations, reporting, and supervision activities across assigned Judicial Circuits, ensuring timely, consistent, and high-quality service delivery in accordance with OSPS policies and standards.
· Prepares weekly, monthly, quarterly, and annual reports detailing pretrial service metrics, including the number of pretrial clients served, average service duration, types and frequency of pretrial conditions, number of bond reports and risk assessments completed, and average report turnaround times.
· Monitors staffing levels and collaborates with the Chief of Investigations to ensure timely completion of pretrial reports and appropriate coverage across circuits.
· Collaborates with the Deputy Director and Assistant Deputy Director to improve workflows, operational efficiency, and data collection efforts while addressing staff needs and concerns.
· Develops strategic plans and tracks progress toward achieving short- and long-term pretrial services objectives.
· Supervises assigned staff by providing guidance, setting performance expectations, monitoring outcomes, conducting evaluations, and participating in hiring, disciplinary, and corrective action processes as needed.
· Responds to internal and external audits by preparing documentation and implementing recommendations as appropriate.
· Serves as a liaison to judges, attorneys, law enforcement, probation officers, and other court services stakeholders within the region to support collaboration and program alignment.
· Maintains current knowledge of best practices, research, and developments in pretrial services, criminal justice, and community corrections through continuous learning and engagement with experts and professional organizations.
· Performs other duties as assigned.
EDUCATION AND EXPERIENCE:
Minimum Qualifications:
1. Bachelor’s Degree from an accredited institution.
2. Seven or more years professional working experience in a public or private organization.
3. Three or more years of supervisory experience in state or local government.
4. Ability to be LEADS (Law Enforcement Agencies Data Systems) certified.
5. Must possess a valid Illinois Driver’s License and demonstrate proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record.
Preferred Qualifications:
1. A Master’s Degree.
2. Three years of experience as a manager with at least two levels of professional staff under his or her administrative direction or control.
3. Experience directing operational staff of at least 50 people.
4. Five years of senior management experience in a statewide criminal justice or public organization.

1. Effective oral and written communication, presentation, facilitation, and interpersonal skills.
2. Ability to plan, organize, implement, and maintain a variety of functions and projects simultaneously and meet required deadlines and schedules.
3. Ability to positively and professionally interact with co-workers.
4. Demonstrated leadership skills including planning and priority setting, sound decision-making, problem-solving, and analytic and interpretive skills.
PHYSICAL REQUIREMENTS:
1. Ability to sit for extended time periods.
2. Normal office working environment requiring telephone usage and ability to process written documents.
3. Travel within Illinois required.
