Program analyst

Aston Carter is actively supporting our client in the defense industry in the search for a Program Analyst for a 10+ month contract based in Des Plaines, IL. This person will report to the VP of Program Management and Contracts and plays a critical part in supporting cross-functional teams, including Program Management, Contracts, Finance, Supply Chain, Engineering, and Operations.

Responsibilities:

· Support: Program Management, Contracts, Finance, Supply Chain, Engineering, and Operations in proposal submission and program execution

· Proposals: Prepare and compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications, generate files for and support contract negotiations, generate funding estimates/ROMs based on ENG, PM, SCM inputs

· Program Execution: Track and report actual results, identify and resolve issues during execution of program requirements

· Contracts: Support contracting actions, monthly status reports (MSR), track invoices and research problems with billing/payment, assist with generation/submission of deliverables, review contracts/mods before acceptance, generate contract closeout documentation

Minimum Educational Qualifications & Requirements:

· Bachelor's or Master's degree (preferred) in Finance, Contracts, Business Administration or other relevant degree with three or more years of work experience

· Ability to research problems with limited to no supervision

· Ability to obtain DoD Security Clearance

Minimum Previous Experience:

· Proficient with Excel (Pivot tables/VLOOKUP), Word

· Experience with Work Breakdown Structure (WBS), Integrated Master Scheduling (IMS), and Basis of Estimate (BOE)

· Effective communicator with good interpersonal skills

Other Preferred Skills:

· Proficient in MS Project-strongly preferred

· Served as a program support contributor in any defense contractor for two years

· Junior officer military experience

· Working knowledge of the FARs/DFAR/ITAR and other related regulations

· Experience working with DCAA and DCM

Pay and Benefits

The pay range for this position is $30.00 - $33.00/hr.
