Position Overview
The Division of Early Childhood (DEC) is seeking to hire a dynamic, organized, and detailed-oriented employee. DEC is one of six divisions within the Illinois Department of Human Services (IDHS). DEC serves to strengthen and centralize Child Care, Early Intervention, Home Visiting, and Migrant and Seasonal Head Start within IDHS. The DEC’s vision is for Illinois’ pregnant persons, young children, and families to have the support they need to achieve their full potential. The DEC's mission is to enhance equitable access to Child Care, Home Visiting, and Early Intervention programs and services that support whole child development. Represents the Bureau Administrator and/or Associate Director of the Office of Child Care at internal and external conferences, retreats, workgroups, think-tanks, training events, and/or meetings. Participates in activities that advance the DEC/Strategic Plan and DEC/Diversity, Equity, Inclusion, and Racial Justice Plan, using a trauma-informed and equity lens in the implementation and support of DEC program and operational outcomes and objectives. Travels statewide with overnight stays in the performance of duties.
Essential Functions
- Manages the statewide Migrant Head Start Early Childhood Educational Services Program in accordance with federal Head Start Performance Standards and Illinois Department of Children and Family Services Licensing Standards.
- Develops and implements a statewide training program for staff, parents, and boards of directors.
- Develops and implements comprehensive Continuous Quality Improvement evaluation activities and studies of education programs.
- Develops, secures, and distributes resources for statewide implementation of plans.
- Translates functions, policies, procedures and other related materials into Spanish for individuals who cannot speak or read English, in contact with the public, advocacy groups, customers, and community organizations.
- Develops and monitors statewide education services budget for the Migrant and Seasonal Head Start project.
- Develops statewide planning systems to verify coordination with other project components and local delegate agencies in seven IDHS regions.
- Participates in training as necessary to strengthen both staff and the Division.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires two (2) years of responsible administrative experience in a public or business organization.
- Requires ability to speak, read and write Spanish at a colloquial skill level.
Specialized Skills
- Of the required two (2) years of professional work experience, requires 2 years of professional experience working with a program meeting the developmental needs of children from migrant and seasonal farmworker families for a public or private organization.
Preferred Qualifications
- Two (2) years of professional experience working with a program meeting the developmental needs of children from migrant and seasonal farmworker families for a public or private organization.
- Two (2) years of professional experience in relationship building, community organizing, parent organizing, or case management related to a human services program.
- Two (2) years of professional experience developing and implementing trainings for families, staff, service providers, or boards of directors of human services programs.
- Two (2) years of professional experience developing of spreadsheets, queries and reports using standard office software packages including but not limited to Microsoft Office Suite.
- Two (2) years of professional experience monitoring and analyzing data through a data management system.
Conditions of Employment
- Requires the ability to travel with overnight stays.
- Requires advanced proficiency in Microsoft Office Suite, including SharePoint, Teams and OneDrive to manage and create shared content, build folders and lists, share and receive shared documents.
