Position Overview
This position serves as the frontline resource for the employees in District 2 at the Illinois Department of Transportation (IDOT) for all occupational safety and health matters. The incumbent works with the Occupational Safety and Health Unit (OSHU), which is charged with developing, implementing, and maintaining the department-wide occupational safety and health program, policies, procedures, practices, and protocols. The overall goal of this position is to ensure every employee at the IDOT has an occupational safety and health resource for any potential hazards in their workplace and to reduce workplace accidents and injuries.
Essential Functions
- Serves as a resource for all district occupational safety and health issues.
- Implements the various Illinois Department of Transportation (IDOT) safety and health programs in their district.
- Manages/tracks the employee injury/illness records, training records, medical evaluations and medical surveillance records for their district.
- Conducts effective incident investigations of all incidents that involve IDOT employees’ injuries/illnesses as well as near misses.
- Participates in developing and presenting training curriculum with the assistance of the Occupational Safety and Health Unit (OSHU).
- Conducts safety and health inspections at facilities and worksites.
- Generates professional reports of findings that include corrective action plans and system improvements.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor’s degree majoring in occupational health and safety, environmental health and safety, industrial hygiene, public health, emergency management, or a related field; OR Completion of two years of college PLUS two years of experience in construction or manufacturing
conducting risk assessments and safety audits, holding safety meetings, investigating incidents and near misses, monitoring and enforcing safety related policies, or a combination thereof; OR Six years of experience in construction or manufacturing conducting risk assessments and safety audits, holding safety meetings, investigating incidents and near misses, monitoring and enforcing safety related policies, or a combination thereof.
Preferred Qualifications
- Extensive knowledge of safety programs.
- Ability to design, develop, and implement safety procedures and programs.
- Ability to plan, develop, and execute training related to safety.
- Strong oral and written communication skills.
- Ability to plan, organize, and establish priorities for work tasks.
- Experience in the conduct of injury/accident investigations, including determining root cause.
Conditions of Employment

- Valid driver’s license.
- Extensive districtwide travel.
- Occasional statewide travel which may include overnight stays.
- Ability to lift up to 50 pounds.
- Ability to climb and work at elevated heights of approximately 15 to 25 feet.
- Ability to perform outdoor work in a variety of conditions including, but not limited to, active construction sites and roadways open to traffic.
- Successful completion of a background screening.
- Successful completion of a pre-employment physical and successful completion of pre-employment drug and alcohol screening.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

This position will change from the Technical Manager III classification to Transportation Executive I in the near future as part of the completion of this ongoing administrative alignment project.
