Job Summary

Performs a variety of engineering duties of substantial difficulty in the preliminary engineering and environmental (Phase I) area of specialization. Apply engineering principles and practices with a minimum of technical supervision. Conducts and supervises the necessary engineering calculations and preparation of plans, specifications, estimates, studies, and reports associated with preliminary engineering and environmental (Phase I) studies prepared for major transportation improvements. Serves as a project team representative at public information meetings and/or coordination meetings with municipalities, agencies, or other stakeholders for Phase I transportation projects. Assumes primary responsibility over multiple projects. Plans and directs the activities of professional and support staff.

Minimum Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree in civil engineering. A valid Professional Engineer (P.E.) license in the State of Illinois is required.
  • Six (6) years’ work experience in design or engineering studies related to transportation infrastructure is required.
  • Within these minimum six (6) years’ experience, a minimum three (3) years of work experience in active preparation and/or managing preliminary engineering and environmental (Phase I) studies with experience in at least three (3) of the following four (4) categories, is required:
  • Designation as a Project Manager, Project Coordinator, or Project Engineer for a minimum of at least three (3) Phase I studies processed through IDOT or a different state DOT.
  • Preparation and/or review of Phase I Project Development Reports and/or Combined Design Reports prepared to IDOT (or a different state DOT) standards,
  • Preparation and/or review of preliminary (30%) engineering drawings for transportation projects..
  • Serving as a project team representative at public information meetings and/or coordinationmeetings with municipalities, agencies, or other stakeholders for Phase I transportation projects.
  • Possession of a valid driver’s license is required.

This position is considered a safety-sensitive position. Candidates who are selected to fill safety-sensitive positions must pass a required drug test as part of the pre-employment background check process.

  • Degrees awarded outside of the United States with the exception of those awarded in one of the United States territories and Canada, must be credentialed by the World Education Services (WES), Educational Credential Evaluators (ECE) or a National Association of Credential Evaluation (NACES) member organization.

Knowledge, Skills, Abilities, And Other Characteristics

  • Experience with the preparation and/or oversight of Phase I studies for transportation projects following the National Environmental Policy Act (NEPA) process.
  • Ability to effectively communicate both orally and in written formats to internal and external entities.
  • Extensive knowledge and application of professional engineering principles and practices for preparation of plans, specifications, contracts, estimates, technical analyses and reports for transportation projects.
  • Knowledge and familiarity with departmental policies and procedures, State and Federal Highway policies, principles, programs and regulations.
  • Ability to handle several routine assignments, coordinate, and oversee complicated and challenging elements of a single assignment with minimal training and oversight.
  • Ability to assume total responsibility for completeness and accuracy of multiple projects.
  • Ability to plan, organize and manage work of technical and support staff as well as external vendors.
  • Ability to motivate staff to achieve County and departmental performance goals.
  • Ability to incorporate areas of expertise outside of own work unit to complete assignments.
  • Ability to use technical software and databases to perform engineering and project tracking functions.
  • Ability to travel to various work locations throughout Cook County.

Physical Requirements:

Light Work involves exerting up to 20 pounds of force occasionally or up to 10 pounds of force frequently, or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects. Even though the weight lifted may be only a negligible amount, a job/occupation is rated Light Work when it requires: (1) walking or standing to a significant degree; (2) sitting most of the time while pushing or pulling arm or leg controls; or (3) working at a production
