About the Malta Business Registry
The Malta Business Registry, established under Subsidiary Legislation 595.27, is responsible for the registration of new commercial partnerships, the registration of documents related to commercial partnerships, the issuing of certified documentation including certificates of good-standing amongst others, the reservation of company names, the collection of registration and other fees, the publication of notices and the imposition and collection of penalties. The Registry also conducts investigations of companies and the keeping of the company and partnership register.

The Role
The selected candidate will be appointed as Senior Analyst (Training and Development) in Grade 7, reporting to the Head of the Human Resources and Development Unit. Within this scope, the duties to be undertaken may include any of the following in accordance with the exigencies of the HR function:
- Providing orientation and induction program to new employees;
- Monitoring of Staff during probation/trial period and assisting in the confirmation of appointment process;
- Carrying out a Training Needs Analysis (TNA) every three years and developing an annual training plan accordingly;
- To develop internal training programs;
- To maintain the HRIS, explore new modules and/or software, and identify areas of improvement;
- To maintain the MBR’s Self Development Scheme and assist employees through the scheme and monitor their progression;
- Liaising with the Head of HR with regards to Staff Career Paths/Motivation/Solving Management issues;
- Support in organising and attending Job Fairs to attract the best talent to the MBR;
- To assist in the administration of the MBR’s performance management system;
- Assist in the development of employee’s Key Performance Indicators (KPIs), the respective monitoring and reporting for performance outcome calculations;
- Assisting the Head in the recruitment process of Grades up to Analyst in Grade 8;
- Assist in Health and Safety issues, including the coordination of fire drills and first-aiders;
- Organising learning and development initiatives to enhance staff competencies and support career progression;
- Managing relationships with external training providers, including contract negotiation, quality assurance, and evaluation of delivered training;
- Collaborating with management and team leads to identify learning gaps and recommend targeted interventions;
- To manage and sustain learning library for staff members by compiling training reports based on learning outcomes of employees attending training seminars; and
- Staying updated on training and development best practices, tools, and trends to continuously improve internal capabilities and frameworks.
Furthermore s/he will be expected to assist in other duties as may be directed from time to time either by the Head of the Unit or by any other official to whom the Head’s authority is delegated.
Any other duties described above may change depending on the exigencies of the Unit and/or the MBR.
About You
- Preference will be given to candidates who possess a University of Malta Degree in Human Resources & Training or equivalent academic qualification in a relevant field of study at National Qualification Framework Level 7 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC)* or a widely recognised professional qualification at a comparable level; AND also possess a minimum of three (3) years’ working experience in a related area; OR
- Consideration will also be given to Candidates who possess a University of Malta Degree in Human Resources & Training or equivalent academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC)* AND four (4) years’ prior work experience in a related area; OR
- Candidates who possess at least eight (8) years’ prior experience in a related area.
* It is the responsibility of applicants in possession of qualifications awarded by Universities and other similar institutions outside Malta to produce a recognition statement on comparability of qualifications issued by the Malta Qualifications Recognition Information Centre (MQRIC). Applicants should do so preferably at application stage or otherwise at the preliminary interview should an applicant be selected for such interview.
