POSITION SUMMARY
Do you have a strong operations management background? Professional administrative and supervisory experience? We are looking for you! The Illinois Department of Central Management Services is looking to bring on board a Mail & Messenger Division Manager to serve as head of the Mail & Messenger Division within the Bureau of Fleet Operations. This position serves as a manager for all aspects of mail operations. As the Mail & Messenger Division Manager, duties also include overseeing customer service; budgeting; policy development and implementation; strategic planning; and process improvement. POSITION ESSENTIAL FUNCTIONS
- Under administrative direction of the Deputy Director of Fleet Operations, serves as the Mail & Messenger Division Manager.
- Oversees budget for the Division.
- Serves as full line supervisor.
- Develops, approves, and implements programs, policies, and procedures for the preparation, sorting, and delivery of state mail, including mail sent between state agencies, and mail processed through the U.S. Postal Services.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to four years of college with courses in business or public administration and operations management.
- Requires prior experience equivalent to three years of progressively responsible administrative and/or operations experience in a public or business organization.
PREFERRED QUALIFICATIONS
- Prefers three (3) years of professional experience developing and managing multiple functions and programs involving logistics operations.
- Prefers three (3) years of professional experience managing mail or package delivery operations.
- Prefers three (3) years of professional experience developing, evaluating, and implementing various policies and procedures.
- Prefers three (3) years of professional experience analyzing administrative problems, interpreting agency policy, and implementing effective course of action.
CONDITIONS OF EMPLOYMENT
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires a valid driver’s license and the ability to travel regularly to Springfield in the performance of duties, with overnight stays as appropriate.
- Requires the ability to bend, stand, and lift material/equipment weighing up to 50 lbs.
- Per Executive Order 2018-07, requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force when applicable.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
