Postion Overview


This position is accountable for providing technical research and support services to unit personnel involved in managing non-construction professional services procurements, developing and managing Requests for Proposals (RFPs), Invitations for Bids (IFBs), Requests for Information (RFIs), sole source and small purchase contracts, as well as Intergovernmental/Interagency Agreements (IGAs/IAAs), necessary to facilitate the completion of department goals and objectives.


Essential Functions

  • Analyzes professional service procurement requirements and performs research to ensure the latest technologies and best practices are included.
  • Provides Professional Services Unit personnel with written/oral recommendations proposing enhancements to procurement solicitations and contracts.
  • Prepares Requests for Proposals (RFP), Invitations for Bids (IFB) and contract documents necessary to execute repetitive procurements.
  • Prepares initial drafts of contract documents to execute non-repetitive procurement for review and completion by senior unit personnel.
  • Reviews 40-50 RFPs, IFBs contracts, and other similar agreements to verify administrative compliance and technical/financial responsibility of offering vendors.
  • Coordinates the maintenance of the Professional Services Unit contract tracking application database.
  • Enters relevant procurement information and documentation into the state's e-procurement system.
  • Prepares and retains bid opening documents and prepares various procurement documents requiring electronic publication.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor’s degree majoring in Business or Public Administration, Procurement, Contract Management, or a related field, OR Completion of two years of college PLUS two years of related experience in procurement, contract administration, or technical research related to professional services, OR six years of related experience in government procurement, contract development, or professional services acquisition and compliance.

Preferred Qualifications

  • Knowledge of state procurement processes, particularly the Illinois Procurement Compiled Statute (30 ILCS 500) and the Illinois Administrative Code (44 Ill Adm. Code).
  • Experience preparing and reviewing procurement documents such as Requests for Proposals, Invitations for Bids, and other related professional services contracts.
  • Ability to conduct technical research to identify best practices and current technologies in a wide range of professional service areas.
  • Strong organizational skills with experience managing multiple, simultaneous procurement projects under strict deadlines.
  • Experience with e-procurement system BidBuy and contract tracking systems or databases.
  • Knowledge of, or experience with, state set-aside programs (e.g., Business Enterprise Programs, Veteran-Owned Businesses, and Small Business Set-Aside Programs).
  • Strong written and verbal communication skills, including the ability to draft clear and compliant procurement documentation.
  • Ability to maintain harmonious relationships with employees, agency officials, and public.
  • Ability to work independently and as part of a collaborative team across departments.
