Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to serve as an Accountant in the Federal Accounting and Financial Reporting Section within the Office of Finance and Administration. This individual will be responsible for maintaining the Random Moment Sampling (RMS) database, reconciling allowable cost charged with the actual payroll expenditure for each grant, updating and maintaining accurate cash account journals for treasury funds, monthly reconciliations, and collecting information needed to calculate the Indirect Cost rates. Job Responsibilities

1. Under general supervision of the manager of the Federal Accounting and Financial Reporting, Division of Accounting Services, performs accounting duties for the Federal Accounting and Financial Reporting Section.

  • Responsible for the month reconciliation of the assigned department's maintained fun account with those maintained by the Office of the Comptroller.
  • Identifies any problems and establishes a necessary corrective plan.

2. Responsible for the reconciling of over 160 federal grant project balances monthly; identify and resolve any problems noted.

3. Collects and compiles data necessary to complete the Legislative Research Unit (LRU) forms for all federal grants administered by the Agency and submits the information to the Office of Management and Budget and the Office of the Legislative Research Unit within 20 days of receipt upon request.

4. Collects and analyzes new and revised Notice of Awards (NOA) from the Federal government. Appropriately enters the NOA into the SAP and Cashbook Systems.

5. Under general supervision, performs accounting duties for the Federal Accounting and Financial Reporting Section.

  • Maintains the Random Moment Sampling (RMS) database and analyzes cost data provided by the RMS system to calculate the allowable cost that can be charged to each federal grant on a quarterly basis and for the life of the grant.
  • Reconciles allowable cost charged with the actual payroll expenditure for each grant to determine if there are any adjustments needed to comply with the federal guidelines of equitable cost allocation among benefited federal and state programs administered by the Department.
  • Maintains the Random Moment Sampling (RMS) Database.
  • Adds and deletes employees, project codes and assigning new RMS codes.
  • Reviews the RMS results on a weekly basis to identify employees who have not responded to the survey.
  • Answers questions and resolves problems employees might have with RMS system.

6. Updates and maintains accurate cash account journals for treasury funds.

  • Monitors daily cash balances.
  • Determines timing and amount of Federal cash drawdown for all federal grants administered by the department.

7. Collects and analyzes data required to complete the Comptroller's Generally Accepted Accounting Principles (GAAP) Package and schedules for all assigned funds.

  • Contacts other state agencies as well as internal sources to verify funds provided and received from the other agencies that are needed to complete the GAAP statements and the Schedule of Federal Financial Assistance and then submits to the Office of the Comptroller and the Auditor General's Office on a timely basis.

8. Collects information necessary to calculate the indirect cost claim using SAP records and the cash book system for all federal grants administered by the Agency.

  • Verifies the cumulative amount of these claims with the amount authorized on the grant award document prior to submission to the U.S. Department of Health and Human Services.
  • Performs the actual cash drawdown for these claims via the Payment Management System (PMS).

9. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience. Qualifying state employees in the employee Upward Mobility Program, may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.
