- Under general direction, serves as the Project Manager for the Department of Innovation & Technology (DoIT) supporting the Enterprise Project Management Office (EPMO), Unit A, performing project management and control functions for assigned projects
- Reviews Enterprise Program and Project technical and operational performance metric reports related to DoIT programs and projects created by the EPMO
- Provides state contract and vendor management support on assigned agency projects to enforce adherence to project scope, budget, timeline, quality and deliverables
- Implements and evaluates standardized policies and procedures as identified by the Enterprise Project Management Office
- Assists with directing program and project management functions for process documentation and automation
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above
- Requires knowledge, skill and mental development equivalent to four (4) years of college, preferably with coursework in management information systems, data processing, telecommunications or related fields.
- Requires prior experience equivalent to three (3) years progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization.
- Requires three (3) years of professional experience leading and coordinating large-scale, complex Information Technology projects including managing project scope, timelines, budgets, and deliverables with minimal guidance.
- Requires three (3) years of professional experience in Microsoft Office Suite including MS Project, Visio, and SharePoint for project planning, tracking, and reporting.
- Requires three (3) years of professional experience applying key project management disciplines including Communication Management, Resource Management, Information Technology governance, Quality Management, Procurement Management and Risk Management.
- Requires three (3) years of professional experience of progressively increasing levels of responsibility and supervisory skills in the areas of program management, project management, change control management, financial management and procurement.
- Three (3) years of professional experience leading and coordinating large-scale, complex Information Technology projects including managing project scope, timelines, budgets, and deliverables with minimal guidance.
- Three (3) years of professional experience in Microsoft Office Suite including MS Project, Visio, and SharePoint for project planning, tracking, and reporting.

- Ability to estimate and manage project resources and budgets, including forecasting personnel, space, equipment and service needs for current and future project phases.
- Ability to develop and maintain cooperative working relationships across multi-disciplinary teams, vendors, and stakeholders.
- Developed verbal and written communication skills to clearly present complex technical concepts, project updates, and recommendations to diverse audiences.
- Project Management Professional (PMP), Prince2 Practitioner or similar certification.

- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
- Requires the ability to lift and carry objects or equipment weighing up to 20 pounds. This is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
