Senior Manager of Network Development
Job Description
The OCI Physical Network Deployment & Scaling team is responsible for the planning, engineering, deployment, and scaling of OCI's physical network infrastructure, enabling the rapid and sustained growth of OCI products worldwide. The team partners closely with Oracle engineering, capacity planning, and regional delivery teams to design and execute network solutions that support new region builds, new data center launches, site and capacity expansions, and decommissioning activities. Through this work, the team ensures OCI can efficiently scale its footprint across existing regions while enabling expansion into entirely new geographies.
We are seeking a Senior Manager of Network Development to lead the Topology Planning team, a group focused on translating business and capacity demands into robust, scalable, and highly available network designs. This role requires a leader with deep experience in network planning and engineering, a passion for building and coaching high-performing teams, and the ability to guide designs from concept through delivery and throughout the platform lifecycle. Candidates should bring a strong operational mindset and a clear focus on reliability, quality, and customer experience.
The ideal candidate will demonstrate proven people leadership, the ability to define and execute network strategy, and experience validating and improving engineering practices, design delivery, and operational processes. Given the rapid growth and complexity of the organization, this leader must be comfortable operating across large, cross-functional teams-driving technical depth where needed while also communicating clearly and effectively with senior executives to influence direction and outcomes.
What are the biggest challenges for the team?
The primary challenge for the team is planning and engineering network solutions that sustainably scale to support OCI's exponential growth. This includes meeting the increasing capacity and performance demands of large-scale enterprise customers, dedicated cloud deployments, multi-cloud expansions, and continued growth across existing regions. The team is accountable for anticipating future demand and translating it into resilient, efficient, and repeatable network architectures that can scale reliably over time.
In this role, you will provide technical and organizational leadership, setting the vision, direction, and long-term strategy for the team. You will build and develop a high-performing organization capable of executing that strategy, working closely with geographically distributed engineering, planning, and delivery teams. Success requires strong ownership of end-to-end planning and engineering outcomes, ensuring large-scale initiatives are delivered on time, with high quality, and aligned with OCI's reliability, sustainability, and customer experience goals.
Responsibilities
In this role you will:

Operate as a leader within Networking; hire, develop people, manage performance, drive teams to produce needed guidance to feed our short- and long- term group needs.

Supports the deployment, scaling, and operations of a large-scale global Oracle Cloud Infrastructure (OCI). Primarily focused on the development and support of network fabric and systems through a combination of a deep understanding of protocol-level networking and programming skills. As OCI is a cloud-based network with a global footprint, this support will include hundreds of thousands of network devices supporting millions of servers, connected over a mix of dedicated backbone infrastructure, CLOS Network, and the Internet.
Responsibilities:

Own and develop highly available delivery plans.

Lead deployment, scaling and automation of programs across the physical network.

Attract, develop & manage a team of highly skilled engineers.

Define and develop roadmaps to deliver engineering and operational efficiencies.

Develop, grow, and maintain data-driven metric programs that speak to both the operational and business status of the services owned within the physical networking domain.

Solve difficult problems in distributed systems, infrastructure, and highly available services.

Collaborate with Program Management, Acquisition, Data Center, Design, Build and Operations teams, Network Engineering, Network Availability, Network Automation, Network Monitoring, and GNOC operations.

Support building and scaling organizations to deliver a highly available service to our customers.

Participate in on-call rotation for managers.

Manage both technical and non-technical projects.
Qualifications:
-
Thorough understanding of process development, network technologies including network design and fabrics, networking protocols, network automation, network telemetry and common hardware platforms.

10+ years experience delivering and operating large scale, highly available network environments (large cloud, ISP, or service provider).

Demonstrated experience leading teams of direct reports, including coaching and mentoring junior team members, hiring, performance management and organizational planning.

Ability to work with cross-functional teams, dive deep, and communicate key metrics to senior management in a timely manner.

Ability to meet deadlines while managing multiple projects in a fast-paced, rapidly changing environment.

Critical attention to detail.

Previous experience managing both technical and non-technical projects.

Bachelors degree in Computer Science, Telecommunications, or related field

Previous experience working in data center and/or service provider network environments, with a focus on operations.

Deep knowledge of networking technologies and protocols (TCP/IP, BGP, OSPF, MPLS, etc.).

Strong troubleshooting and root cause analysis experience.

Experience managing software development project a plus (but not required).

Range and benefit information provided in this posting are specific to the stated locations only
US: Hiring Range in USD from: $118,300 to $251,600 per annum. May be eligible for bonus, equity, and compensation deferral.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
