ASSISTANT ADMINISTRATOR, CONTRACTS
- Supports the construction bidding process to ensure compliance with the Illinois Procurement Code; assists post-bid contracts award activities to verify timely and accurate processing of construction contracts; and helps to resolve issues related to construction project bids.
- Assists the vendor prequalification, management oversight and registration processes including those for subcontracts to verify timely and correct evaluations of vendor applications.
- Assists with the negotiation of A/E contracts to verify fair and correct compensation to A/E's.
- Support Job Order Contracting (JOC) and Indefinite Delivery/Indefinite Quantity (IDIQ) initiatives.
- Coordinates with the QBS Division and the Construction Administration Division to verify that contraction needs are met and to identify and implement measures to improve the selection and bidding processes.
- Assists with representation of the agency in meetings with the construction industry to address contract procedures and to support liaison affairs between CDB and the industry.
- Assists with evaluation of vendor financial disclosures and conflicts of interest to verify compliance with the procurement code.
- Assists with the development and maintenance of policies and procedures, guidelines, processes, and databases; communicates and mentors as necessary to support fee negotiations.
- Interviews, mentors, develops, gives out and tracks assignments and motivates a competent staff verify efficient and cost-effective operations.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
- Requires knowledge, skill, and mental development equivalent to completion of a bachelor's degree in architecture, engineering, business, public administration or in a construction related field and two (2) years' experience in one of the above fields OR requires six (6) years of experience in architecture, engineering, business, or a construction related field in lieu of a bachelor's degree.
- Prefers two (2) years of planning and organizing work assignments to meet agency goals and schedules while establishing and maintaining satisfactory working relationships with agency staff and outside organization representatives.
- Prefers two (2) years of experience exercising sound judgement in analyzing, evaluating and solving difficult procedural, organizational, administrative and technical issues.
- Prefers two (2) years of experience with state government construction and applicable procurement code(s) in addition to other procurement regulations.
- Prefers two (2) years of experience with state government organizations especially as it relates to physical plant facilities, negotiation techniques, agency policy, procedures and mission.
- Prefers two (2) years of experience with analysis of construction costs, contract law, and administration, general engineering/architecture knowledge, general accounting principles.
- Prefers two (2) years of experience applying human relations skills in interactions with governmental agencies, businesses, private industry and general public.
- Prefers two (2) years of experience independently evaluating project elements and prepare economic data for effective communication both orally and in writing in a fluent and meaningful manner.
- Requires completion of a background check and self-disclosure of criminal history.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver's license.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will b e made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
