The Illinois Gaming Board (IGB) seeks to hire a skilled Assistant Licensing Manager. This position will report to the Deputy Administrator of Licensing and performs a variety of highly responsible and complex assignments, which are sensitive or confidential in nature. In this role, you will conduct investigations and studies relative to criminal case information and make recommendations of action needed.

Assistant Licensing Manager


ESSENTIAL FUNCTIONS

  • Enforces the Gambling Act, Video Gaming Act, Sports Wagering Act and associated rules; conducts research and highly confidential, complex or statewide investigations for all phases of licensing.
  • Serves as the Assistant Licensing Manager to the Deputy Administrator of Licensing.
  • Serves as full line supervisor.
  • Ensures the integrity of information contained in the Occupational Licensing System (OLS), Video Licensing System (VLS) and Sports Wagering Licensing System (SWLS).
  • Serves as liaison with State, Local and Federal Law Enforcement Agencies.
  • Performs in-depth research and analysis of the more complex or sensitive license applications.
  • Travels statewide to meet and confer with representatives of outside entities during the collection of data necessary for license renewals.
  • Conducts investigations and studies of gaming licensing systems.
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in criminal justice, pre-law, business or public administration, or a related field.
  • Requires three years of progressively responsible administrative experience in a public or business organization.

PREFERRED QUALIFICATIONS (In Order of Significance)

  • Prefers a minimum of two (2) years’ experience as would have been gained as a gaming licensing analyst.
  • Prefers 2 years experience with investigatory work within the gaming program area.
  • Prefers 2 years extensive knowledge of public and business administration, principles, and practices.
  • Prefers 2 years extensive knowledge of gaming programs and service objectives, activities, and operational systems.
  • Prefers 2 years extensive knowledge of gaming policies and procedures.
  • Prefers 2 years experience in the management of subordinate staff.

CONDITIONS OF EMPLOYMENT

  • Pass Illinois Gaming Board’s background investigation (background check).
  • Requires possession of an appropriate valid driver’s license and ability to travel.
  • Requires Law Enforcement Agencies Data System (LEADS) certification.
  • Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest in, other than a passive interest in, a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.
  • Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.
  • Must comply with the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
