We conduct this research on a 6,800-acre prairie, 35 miles outside Chicago, a treasure that has been designated a National Environmental Research Park. Summary of Responsibilities: Reporting to the Controller, the Deputy Controller is responsible for the management and oversight of the laboratory's Accounting department. This includes handling all related transactions, financial reporting, documentation, and records. The Deputy Controller will implement accounting policies, processes, and procedures in accordance with generally accepted accounting principles, Laboratory policies, and Department of Energy and U.S. Government regulations. The role involves overseeing the Accounting Department's personnel, performance, and related metrics, as well as providing extensive support to external and internal auditors, federal customers, and corporate members. Duties and Responsibilities:
  • Provide oversight of the activities and output of functional areas within the Accounting department, including Payroll, Financial Reporting & Analysis, Sponsored Programs, Disbursements, and Travel.
  • Ability to serve as acting Controller during the Controller's absences.
  • Identify process improvements and facilitate projects to implement improvements.
  • Develop and maintain effective internal controls over all Laboratory payments.
  • Develop processes, procedures, and internal controls over non-DOE funds coming into the Laboratory, including Sponsored Programs.
  • Support internal and external auditors, including DCAA and the OIG.
  • Oversee monthly and annual accounting close activities.
  • Develop accounting controls and procedures to improve overall processes and implement new or changed legal and regulatory requirements.
  • Identify and implement modernized process improvements to increase efficiency and effectiveness.
  • Identify staffing needs and system enhancements to effectively support laboratory operations.
  • Identify and mentor qualified succession candidates for supervisory roles; update succession plans annually.
  • Develop a cross-training plan to ensure redundancy in all positions.
  • Prepare or direct the preparation of all accounting reports, including the development of internal and external financial reports to meet the needs of Laboratory management.
  • Support and advise the Controller and other personnel in financial matters on accounting principles, processes, methods, and financial policies.
  • Support the personnel management of the Accounting Department, including hiring, terminations, performance evaluations, promotions, and disciplinary actions.
  • Actively participate with DOE peers in groups such as Travel Managers.
  • Abide by and be responsible for performing all duties in accordance with all environmental, health, and safety regulations and practices pertinent to this position.
Minimum Required Education and Experiences:
  • Bachelor's Degree in Accounting, Finance, or other Business area.
  • Minimum of 8 plus years of experience.
Applicable Knowledge, Skills, and Abilities Required:
  • Master's degree or Accounting-related Professional Certification such as CPA is preferred.
  • Expertise using Microsoft Office products and significant experience using various software such as Oracle and Workday.
  • Demonstrated ability to build effective teams; create strong morale and spirit; share wins and successes, and effectively lead and influence personnel with diverse skills, work styles, and values.
