This position acts as the single point of accountability for electric testing and commissioning engineering activities within a large geographic area (region) of the company. Directs the personnel and activities of the Testing and Commissioning organization including the planning, supervision, coordination, and monitoring of the daily and long-term strategic activities. The Manager is responsible for activities of the organization that include, but are not limited to, the following for the Transmission and Distribution substation system in their area: field testing for maintenance, installation, development and execution of commissioning plans, commissioning, and troubleshooting of newly installed or repaired power equipment, protection and control systems, and communication equipment; field engineering analysis in troubleshooting of malfunctioning equipment and systems; oversee development and implementation of procedures for maximizing equipment reliability and availability; maintaining performance driven maintenance for equipment under department control; performance and documentation of regulatory compliance obligations. Additionally, the Manager deploys resources (including contracted resources) in a manner that ensures the safe, error-free, economical, and expeditious completion of work with high regard for T&S system operational concerns, cost, budget, quality and customer satisfaction to accomplish desired results. The Manager is responsible for the budget and ensures the focus and attainment of business goals, key performance indicators, and objectives. The Manager is also responsible to oversee the training and technical development (which includes documented qualifications) for the engineers in their organization. Responsible for the continued development of the organization by overseeing committees for development of processes and procedures, qualification programs, and safety and error prevention plans. Fosters an environment that promotes safety principles and practices, environmental compliance, diversity, innovation, and high productivity. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.

Primary Duties:
  • Provide leadership, manage and oversee technical assistance to personnel within the organization for the maintenance, installation, commissioning, troubleshooting and/or repair of electrical equipment or systems used directly or in support of the transmission and distribution of electrical power. Oversee validation/adherence to ComEd regulatory compliance programs, evidence quality, and retention of records. Oversee department interaction with other departments including OCC/TSO, work management, substation construction, and project management for support of critical elements on the transmission and distribution system. Oversee personnel in the investigation, troubleshooting and analysis of electrical power, communication, and protection and control equipment failures or malfunctions and to assure the highest levels of customer service and to achieve safety, reliability, and productivity goals. Oversee the development and performance of special tests and investigations as necessary. Assures timely response to storms and other system emergencies. 
  • Manages the regional department budget. Establishes and monitors the business plans and business unit objectives. Balances cost control with appropriate capital and maintenance investments. 
  • Develops and maintains an environment that fosters a high-performance culture and a learning organization. Leads the management team in promoting Diversity, Equity, and Inclusion. Serves as a change agent for business initiatives and assures the human element is understood and considered. Assures timely recognition of employee contributions. Develops methods to assess communication effectiveness and implement continuous improvement initiatives. 
  • Provides leadership to and development of the entire regional department management team. Provides accurate and timely feedback regarding performance and operations. Conducts performance planning and appraisals. Identifies opportunities for growth and learning. Facilitates open and honest communication with staff. Assures that upward communication is integrated into the process, including employee concerns and complaints. 
  • Establishes, maintains, and improves relationships with other departments in ComEd, the regional operating organizations, and Exelon BSC departments. 
Job Scope:
  • Reports to the Director Distribution and Transmission Commissioning Engineering and is responsible for directing the safe work performance of an average regional workforce of 28 - 45 management engineers and up to 25 contractors, including 2 - 4 E04 Manager Technical Resources, field engineers, planners, and back office support personnel.
  • Responsible for Testing and Commissioning regional organization activities executed in the company's over 800 Transmission and Distribution substations in a service territory of 11,000+ square miles including over 4 million customers.
  • Responsible for the safe execution of testing activities for the construction, commissioning, troubleshooting, operation, and maintenance of company substation electric facilities. These responsibilities include preventative/corrective maintenance, capacity expansion, and system reinforcement within the assigned regional operating area.
  • Responsible for the department input and support to work management and project management for the planning, implementation and execution of the operations, maintenance and construction of various tactical and strategic programs.
  • Responsible for the manpower and equipment requirements necessary for scheduled and emergent work to ensure maximum utilization of department personnel.
  • Responsible to maintain effective internal business controls, ensure safety observations, meetings, investigations, and employee performance reviews are completed to meet standards.
  • Responsible to provide coaching and ensure on the job technical training is performed to meet expectations.
  • Regular contact with Distribution System Operations, Transmission System Operations, Transmission and Substation, Work Management, Engineering, Project Management, Construction & Maintenance, and Asset Management. Other contacts include municipal leaders and major industrial customers or generation customers and various municipality organizations (fire, police, etc).
  • Builds strategic alignment with senior management and key management (DSO, TSO, SSC, T&S Eng, P&CM, etc)
  • Responsible for the power, relaying, and communication equipment commissioning and maintenance associated with Exelon Nuclear Power Plant Switchyards.
  • Responsible for the department response to emergent activities, catastrophic events, and storms.
Minimum Qualifications:
  • Education - Bachelor's degree in engineering or other technical discipline
  • Experience - At least 10 years of industry experience with at least 5 years in a Testing Organization and 3-5 years as a T&D supervisor and/or manager.
  • Certifications/Licenses - Valid driver's license. Successful completion of leadership assessment.
  • Knowledge - Demonstrated knowledge/expertise in substation and transmission systems. Leadership ability in a high-performance culture, including coaching and facilitating business competency and performance management skills.
  • Skills - Demonstrated ability to communicate effectively, build consensus, establish trust, and foster culture change. Demonstrated ability to support and enforce safe work behaviors; this requires working knowledge of safety rules and work practices. Demonstrated leadership skills including the abilities to manage personnel and carry out multiple tasks and processes; influence and direct others necessary to achieve results in support of company/department objective, work effectively with a variety of situations, individuals and groups; vision and implement new and innovative efficiency improvements.
Preferred Qualifications:
  • Education - Master's degree in Engineering or advanced system protection courses or Master's in Business Administration.
  • Experience - Electric industry background in the construction, maintenance and troubleshooting of transmission & substation equipment/systems or distribution control systems. At least 4 years hands on testing/commissioning experience in substation power equipment, protective relaying, controls, and/or communications. Experience managing execution and documentation of performance to meet regulatory compliance standards.
  • Certifications/Licenses - Ability to pass necessary Nuclear badging criteria. Professional Engineering License.
  • Knowledge - In-depth technical understanding of transmission and substation components and system protection devices and schemes. Familiarity with human performance error prevention processes.
  • Skills - Demonstrated ability to develop and implement process enhancements and efficiencies including technology and performance. Demonstrated business and utility financial acumen, customer awareness, and ability to create value. Demonstrated leadership ability in a high-performance culture, including coaching and facilitating business competency and performance management skills.

  • Annual salary will vary based on a candidate’s skills, qualifications, experience, and other factors: $141,600.00/Yr. – $194,700.00/Yr. plus an additional $25K in Long Term Incentive Plan annually.
