Position Overview
The Illinois Department of Natural Resources is seeking to hire a Permit Unit Manager for The Office of Oil and Gas Resource Management. This position will p rovide management and supervision of the OOGRM permit Unit staff in the review of various permit applications and permit revisions submitted by oil and gas operators, to ensure compliance with approved regulations such as the Illinois Oil and Gas Act, Hydraulic Fracturing Regulatory Act (HFRA) as they relate to the permit application process and the spacing and construction of wells. Essential Functions
- Under general direction of the Office of Oil & Gas Resource Management (OOGRM) Permitting and Technical Services Manager, serves as working supervisor to staff in gathering various data for review and issuing permits.
- Serves as working supervisor.
- Reviews and evaluates permit applications for completeness and accuracy.
- Coordinates Departmental policies and serves as Liaison with various individuals and groups.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business, public administration, geology or a related physical or environmental science; engineering or petroleum engineering preferred.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in the field of environmental or physical sciences.
Specialized Skills
- Requires at least 3 years’ experience in writing regulator permits, including the writing of conditions and issuance of permits, 2 years of which must be in oil and gas permitting.
- Requires at least 2 years of experience interpreting and applying the Illinois Oil and Gas Act and associated regulations and/or the Illinois Hydraulic Fracturing Regulatory Act and associated regulations.
- Requires at least 2 years of experience in the manipulation of data within the Corel Paradox database management system, including writing queries and generating ad hoc reports.
- Requires at least 2 years of experience working with Microsoft Suite.
Preferred Qualifications
- Prefers professional knowledge & experience with hydraulic fracturing, preferably “high volume”.
- Prefers three (3) years experience in writing regulator permits, including the writing of conditions and issuance of permits, 2 years of which must be in oil and gas permitting.
- Prefers extensive knowledge of the Hydraulic Fracturing Regulatory Act, the Oil and Gas Act and related administrative rules.
- Prefers two (2) years of experience in developing and managing a supportive agency program.
- Prefers two (2) years of experience in developing, installing, and evaluating new and revised methods, procedures, and performance standards for the Office’s UIC and Production Permitting Units.
- Prefers two (2) years of experience in exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures including those related to the regulation of the oil and gas industry.
- Prefers 2 years of experience in the manipulation of data within a database management system, including writing queries and generating ad hoc reports.
- Prefers 2 years of experience working with Microsoft Suite or similar programs.

Charged with preserving, protecting, and promoting Illinois’ natural resources, the Illinois Department of Natural Resources (IDNR) employees oversee water, wildlife, wetlands and oil wells, parks, historic sites – and everything in between. Division Statement
The Office of Oil and Gas Resource Management is the regulatory authority in Illinois for permitting, drilling, operating, and plugging oil and gas production wells. The Office implements the Illinois Oil and Gas Act and enforces standards for the construction and operation of related production equipment and facilities. In addition, the Office regulates the injection of fluids into underground injection wells, through the UIC Program, and cleans up abandoned well sites through the PRF and Landowner Grant Programs.
