Compliance Manager
General Summary
The Compliance Manager is responsible for leading the development of, overseeing, implementing, verifying adherence to, and continuously improving the organization’s compliance framework related to U.S. Department of Energy (DOE) and Department of Defense (DOD) grants, cooperative agreements, and contracts. This role ensures adherence to applicable federal regulations, award terms and conditions, and internal policies while serving as a key advisor to leadership and program staff on compliance risk and best practices.

Work Location
The position is preferred to be based in the Chicagoland area at the GTI Energy Headquarters. We offer a hybrid/core work week, where employees are remote Mondays and Fridays and required to be on-site Tuesday through Thursday.
Primary Responsibilities
Federal Compliance Oversight
- Ensures organizational compliance with applicable federal regulations, including 2 CFR Part 200 (Uniform Guidance); FAR and applicable DFARS provisions; DOE financial assistance regulations and award requirements; and DOE and DOD contract and grant compliance requirements.
Policy and Internal Controls
- Develops, updates, and maintains compliance-related policies, procedures, and internal controls.
- Conducts compliance gap analyses and risk assessments; develops corrective action plans as needed.
- Ensures alignment between internal policies and federal regulatory requirements.
Monitoring and Audits
- Leads internal compliance monitoring efforts, including federal award subrecipient monitoring, as applicable.
- Coordinates and supports external audits, reviews and site visits (e.g., single audit, agency reviews).
- Tracks audit findings and ensures timely resolution and documentation of corrective actions.
Training and Technical Assistance
- Provides compliance guidance and training to program managers, finance staff, leadership, and other stakeholders.
- Serves as a resource for interpreting federal requirements related to allowable costs, cost sharing, procurement and financial reporting.
Agency and Stakeholder Engagement
- Serves as a compliance liaison with DOE, DOD, auditors, and other oversight entities.
- Supports award negotiations, modifications, closeouts, and extensions from a compliance perspective.
- Collaborates with legal, finance, contract administration, program teams, and management to proactively address compliance issues.
Reporting and Documentation
- Ensures proper documentation is maintained to support compliance determinations and audit readiness.
- Assists in preparing compliance-related sections of reports, certifications, and agency communications.
Performs other Duties as Assigned
Required Knowledge, Skills, Abilities, and Other Characteristics
- Strong knowledge of federal cost principles, including 2 CFR 200 and FAR Subpart 31.2.
- Familiarity with indirect cost rate structures.
- Strong analytical and problem-solving skills.
- Ability to translate complex regulations into practical guidance.
- Excellent written and verbal communication skills.
- High attention to detail, with the ability to identify broader compliance risks.
- Strong organizational skills with the ability to work independently and manage multiple priorities.
- Excellent interpersonal and customer service skills.
Education and Experience
- Bachelor’s degree preferred.
- CPA, CFE, or CGMS certification preferred.
- Minimum of 7 years’ experience in federal compliance, grants management, contracts administration, or related roles.
- Experience with DOE and/or DOD funding.
- Experience supporting audits and responding to audit findings.
- Experience in nonprofit, research institution, national laboratory partner, or federal contractor environments.
- Experience with subrecipient monitoring and compliance systems.
Pay Transparency
The salary range for this position is $100,000 - $140,000 USD annually. This salary range is GTI Energy’s good faith estimate, and the actual salary may vary based on a number of factors including, but not limited to, GTI Energy’s business or organizational needs and an individual’s relevant experience, education, qualifications, certifications, skills, seniority, geographic location, and/or performance. Compensation details listed in this posting reflect the base hourly rate, monthly rate, or annual salary only, and do not include bonus. The range listed is just one component of GTI Energy’s total compensation package for employees. Other rewards may include annual bonuses, paid time off, and region-specific benefits.
