Summary
The detail-oriented and highly analytical Business Analyst will support and enhance payroll operations, with a specialized focus on labor union contract implementation, payroll system integration, and timekeeping compliance. This role serves as a liaison between Payroll, IT, HR, and leadership to ensure accurate system configuration and ongoing compliance with negotiated agreements.
The successful candidate will play a key role in automating processes, managing pay structures, supporting payroll programming initiatives (Time Keeping, HCM, Financial), and implementing new system requirements.

- Base salary may vary based on factors such as location, skills, and relevant experience. Some positions may include additional compensation in the form of bonuses or commissions.

Responsibilities
- Analyze, document, and implement complex payroll requirements driven by union and non-union structures including:
- Retroactive payments
- Pay differentials
- New classifications - Collaborate with IT and Payroll Programming to transition manual processes to automated workflows in systems like Time Keeping , Financial and HCM.
- Drive and coordinate system changes related to:
- Time-off borrowing/front-loading policies
- Vacation forfeiture processes
- New leave types and benefit structures - Support post-contract ratification tasks such as:
- Matrix updates for classifications
- System coding for new pay rules or benefit applications - Partner with the Comptroller’s Office on:
- System edits for payroll exceptions and reconciliation
- Integration of new tax, FICA, and pension calculations - Assist in evaluating and testing new systemsto replace current HCM and Time Keeping, ensuring business continuity and data integrity.
- Develop and maintain Standard Operating Procedures (SOPs) for payroll and system processes for training and historical documentation.
- Provide cross-functional training to staff and support managers in documenting and streamlining workflows.
- Research and propose updates to Payroll and HR Policy Manuals to reflect system, benefit, or labor contract changes.
Requirements
- 10+ years of business experience,in payroll and timekeeping, in a unionized environment.
- Strong understanding of payroll processes, timekeeping systems, and HR/Payroll systems..
- Experience in interpreting and implementing labor contracts and pay structures.
- Proficient in Excel and report/data analysis.
- Excellent communication and documentation skills.
Preferred
- Prior experience with Time Keeping, Payroll, HCM implementation or major transitions.
- Familiarity with government or public sector payroll systems.
- Knowledge of FLSA, FICA, and pension regulations.
