Open Until FilledReporting directly to and receiving direction from the Executive Director of Legislative Affairs, coordinates and plans assigned board, commission, task force, or panel meetings and any associated subcommittee meetings. Ensures statutory and regulatory compliance for all board, commission, task force, or panel meetings and any associated subcommittee meetings. Reviews and submits mandated agency reports to the Governor and General Assembly. Assists in responding to legislative inquiries as well as researching legislation. Coordinates the Agency's waiver and modification process. Maintains the mandates dashboard.
DUTIES AND RESPONSIBILITIES:
- Assists Legislative Affairs Executive Director and Governmental Relations Directors in responding to legislative inquiries and researching legislation, overseeing and ensuring effective implementation of the Bill Review Dashboard, development of the Public Act Charts, and assisting in the amendment drafting and developmental process with the programmatic staff.
- Coordinates and plans assigned board, commission, task force, and panel meetings and any associated meetings.
- Develops and maintains records of all boards, commissions, task forces, or panels and serves as a liaison to agency staff for members of all boards, commissions, task forces, and panels.
- Maintains rules of procedure for all boards, commissions, task forces, and panels.
- Coordinates the Agency's obligations with respect to the waiver process including: application review; notification to applicants of application status and next steps; preparation of bi-annual waiver reports and annual cumulative waiver for State Board review and transmittal to the General Assembly; analyzing legislation affecting the waiver process; providing information on the waiver process to districts and other applicants, to the public, to ISBE staff, and to legislators; presenting testimony as needed at legislative waiver hearings; and preparing revisions to waiver information posted on the State Board's website and disseminated via the Weekly Message.
- Maintains database of agency appointments to boards, commissions, task forces, and panels.
- Drafts appointment letters for appointments to boards, commissions, task forces, and panels.
- Reviews and submits mandated agency reports to the General Assembly, Governor, State Library, Legislative Research Unit, and other required entities.
- Tracks submission of all mandated agency reports to the required entities.
- Assists legislative attorney in coordinating the fulfillment of the Agency's 20 obligations with respect to administrative rulemaking, including the following: coordinates with staff to initiate internal rulemaking process, preparing required paperwork and the completion of required procedural steps; and preparing required reports, publications, and forecasts related to rulemaking by the Agency.
- Performs other duties as assigned.
REQUIRED QUALIFICATIONS:
- Bachelor's degree plus two years of relevant professional experience, or, an Associate's degree plus three years of relevant professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
- Experience working in state government or a local education agency.
- Experience working with boards, commissions, task forces, or panels.
- Knowledge of current issues and trends in education.
- Ability to understand and interpret federal, state, and local education policies.
- Ability to coordinate staff and large meetings.
- Ability to work with diverse members of a public body and skills to serve as the body's parliamentarian.
- Excellent written and oral communication skills.
- Excellent organizational and record-keeping skills.
- Understanding of the Illinois Open Records Law and Open Meetings Act.
- Some travel may be required.
