Classification: Non-Exempt / Full-Time
Salary: $32.12 - $33.85
Grade: Labor Grade 6
Hours: Monday – Friday / 6:00 am – 2:00 pm
General Description:
Under general supervision, has overall responsibility for the total preventative maintenance, general maintenance, and repair of all Wastewater Plant equipment, machinery structures, and related facilities; performs other duties as assigned.
Essential Functions:

Primary Responsibilities:
- Assists the Director of Wastewater Treatment plant or their Designee with the planning, maintaining and inspection of maintenance work related to the plant.
- Instructs and trains personnel in the proper operations, maintenance duties at wastewater plant.
- Responsible for the preventative maintenance, and repair of all Wastewater Plant equipment, machinery, and structures, on all treatment facilities.
- Oversees and works with the Maintenance Mechanic and Utility Workers in the performance of their maintenance related duties to ensure quality workmanship.
- Maintains records of work performed, prepares written and oral reports.
- Operates city-owned vehicles and equipment.
- Utilizes and wears proper protective safety gear and equipment.
- Prepares and executes preventative maintenance schedules for all wastewater plant equipment and buildings.
- Maintains maintenance records for each unit as to the lubrication schedules and repairs made.
- Maintains the supplies needed to perform repairs and maintenance on equipment and structures.
- Analyzes difficulties and determines causes of electrical and mechanical problems.
- Repairs equipment by repacking pumps, replacing bearings, replacing universal joints, replacing cables, removing and repairing small motors, removing and replacing large motors, pulling and replacing pumps, replacing fuses, coils, relays, etc., repairing and replacing steel framework and structure equipment, etc.
- Troubleshoots electrical, mechanical, hydraulic, pneumatic or structural equipment failures to determine the cause and develop course of action to resolve situation.
- Repairs structures by fixing windows and doors and similar maintenance tasks.
- Ensures routine maintenance, lubricating, and cleaning is completed on wastewater plant equipment, including, proper operation of belts, chains, motors, gearboxes, controls, etc.
- Operates various power tools and hand tools, such as wrenches, pliers, meters.
- Maintains that the designated work area in the wastewater department is clean and orderly.
- Performs "confined space" duties.
Minimum Qualifications:
Any combination of education and experience in addition to the Operator in Training (OIT) certification or required licensure that would likely provide the required knowledge and abilities is qualifying.
Education and Training:
The equivalent of a High School Diploma.
Experience:
At least two (2) years of experience in the wastewater treatment or water filtration industry, with hands-on maintenance experience.
Previous experience as a mechanic with electrical experience.
License or Certifications:
Possession of an Illinois EPA, Class 3 or higher, Wastewater Operators License; or the ability to obtain within an 18-month period.
Possession of a Commercial Driver's License (CDL); or ability to obtain one in a 6-month period.
Knowledge and Abilities:
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
Knowledge of plant processes, flow patterns, controls, and the operation of all treatment equipment.
Knowledge of OSHA regulations and safe work practices.
Knowledge of electrical codes, OEM Manuals and reference books.
Knowledge of the function of hand and power tools.
Knowledge of mechanical, electrical and maintenance areas.
Ability to:
Ability to ensure safe work environment.
Ability to utilize a personal computer and understand software and programs utilized in performing duties.
Ability to safely handle various process chemicals, recognize potential hazards, and employ proper procedures and safety equipment.
Ability to read and understand various equipment manuals and blueprints.
Ability to react quickly and make independent decisions regarding various operating conditions.
Ability to understand and follow oral and written instructions.
Ability to work in inclement weather conditions.
Ability to effectively communicate with those contacted throughout the course of the workday.
Ability to maintain effective working relationships with other departments, agencies, employees, supervisors and the public.

Physical Requirements:
There is frequent need to stand, walk and climb; there is need to sit, twist, bend, stoop, talk or hear, use hands to finger, lift up to and over fifty (50) pounds, and perform other similar actions during the course of the workday.
Work Environment
Works closely with hazardous chemicals and materials, mechanical parts, and slow-moving equipment. Position is subject to overtime and emergency call out. Position is subject to climbing ladders and working in confined spaces. The City of East Moline promotes a drug/alcohol free work environment through the use of mandatory pre-employment drug testing.
