Facility Security Officer - IQMP
Illinois Quantum & Microelectronics Park This position requires in-person work in Chicago. This position is not eligible for any type of sponsorship for work authorization. The Facility Security Officer (FSO) serves as the University's designated authority for a federally regulated industrial security program, responsible for ensuring compliance with U.S. Department of Defense (DoD) and Intelligence Community security requirements. The FSO exercises independent judgment in the interpretation and enforcement of federal security regulations governing classified information, Controlled Unclassified Information (CUI), and export-controlled activities. The FSO will provide subject matter expertise throughout the planning, construction, and operational phases of the IQMP facility.
Duties & Responsibilities
- Federal Security Program Compliance and Enforcement:
- Administer and enforce a federally mandated industrial security program in accordance with 32 CFR Part 117 (NISPOM) and related directives. Serve as the accountable official for institutional compliance with classified information safeguarding requirements. Ensure compliance with federal security directives and sponsor-specific requirements.
- Serve as the Insider Threat Prevention Security Officer (ITPSO). The ITPSO is a designated, cleared senior official responsible for establishing, managing, and overseeing an organization's Insider Threat Program to detect, deter, and mitigate risks to classified information.
- Construction and Planning Support:
- Provide security guidance and oversight during the site's planning and construction phases. Coordinate with site developers, construction firms, industry partners, and federal counterintelligence organizations to ensure compliance with applicable security requirements.
- Federal Compliance Authority & Policy and Procedure Development:
- Serve as the institutional authority responsible for interpreting, implementing, and enforcing federal security regulations. Lead responses to federal inspections, audits, and incident reporting requirements.
- Develop, maintain, and manage the Standard Operating Procedures (SOPs) for the IQMP site to ensure adherence to federal security standards. Conduct periodic reviews and updates as necessary.
- Personnel and Administrative Support:
- Manage personnel security functions including company and personnel screenings, visit authorization requests, periodic security reviews, and incident reporting. Provide ongoing security education, awareness, and training for site personnel.
- Security Oversight:
- Oversee security operations across the four primary security disciplines: 1. Information Security, 2. Physical Security, 3. Personnel Security, and 4. Security Education and Training.
- Government and Partner Coordination:
- Serve as the official institutional liaison to the Defense Counterintelligence and Security Agency (DCSA) and other federal oversight entities, representing the University in all matters related to classified program compliance and accreditation. Facilitate communication and coordination related to classified and unclassified program requirements.
- Collaboration and Technical Support:
- Coordinate closely with the University of Illinois Special Research Facility staff for operational planning and compliance oversight. Provide supplemental assistance to the Information System Security Officer (ISSO) for classified information system operations as required.
- Bachelor's degree.
- A total of three (3) years (36 months) in education, training and/or work experience in managing a Department of Defense (DOD) secure facility.
- 1-3 years of experience managing a Department of Defense (DoD) secure facility.
- Currently holds or has ability to obtain and maintain a DoD Top Secret security clearance with SCI-ICD704 eligibility.
- Completion of the FSO Program Management training for both Non-Possessing and Possessing Facilities.
- Experience with National Background Investigation Services (NBIS), Defense Information System for Security (DISS), National Industrial Security System (NISS), and Secure Web Fingerprint Transmission (SWFT).
- 3-5 years of experience managing a Department of Defense (DoD) secure facility.
- Working knowledge of 32 CFR Part 117 - National Industrial Security Program Operating Manual (NISPOM).
- Familiarity with DoDM 5105.21, Volumes 1-3 and ICD 705.
- Demonstrated ability to exercise independent judgment in high-risk, security-sensitive environments with significant federal compliance implications.
- Highly detail-oriented, customer-focused, and able to balance the needs of external clients while ensuring adherence to federal regulations.
- Preferred: Proven ability to evaluate and enhance security practices and procedures, providing recommendations for continuous improvement.
- Preferred: Knowledge of the Department of Defense Risk Management Framework (RMF).
- Preferred: Ability to achieve DoD 8140 Cyber Workforce Qualification Program (CWQP) compliance for potential ISSO role.
