Business Services Specialist
Under the direction and supervision of the Accounting Manager, this position is responsible for administrative functions within the Business Services Department including processing the district payroll, project management, and other business and accounting functions. The schedule will primarily be Monday – Friday, 40 hours per week and include some flexibility.
ESSENTIAL FUNCTIONS OF THE JOB
- Assist in the administration of the payroll, personnel, and accounting activities for the park district.
- Assist Accounting Manager and other members of the Business Team with journal entries, research and schedules required for annual audit.
- Interface bi-weekly payroll software and general ledger distribution report into the financial software.
- Review and reconcile employee time sheets, perform payroll data entry, maintain biweekly payroll reports.
- Process and monitor garnishment orders and other issues that impact payroll.
- Run and process employee discount non-cash wage reports.
- Responsible for running and maintaining the PPACA report monthly.
- Process all terminated employees through payroll system.
- Maintain and document all payroll records.
- Respond to employee inquiries regarding payroll questions, issues, or concerns.
- Bi-weekly and monthly reporting for funding employee retirement plans.
- Distribution and filing of all approved Board of Commissioner documents.
- Assist with the coordination of Park District staff meetings.
- Arrange registration and travel for Board of Commissioner and Administrative Team trainings and conferences.
- Attending training sessions on Park District payroll software.
- Maintain Park District unclaimed property report for the State of Illinois.
- Maintain Park District administration files.
- Maintain Park District’s profile with applicable professional organizations.
- Perform other duties as assigned by the Accounting Manager.
- Renew yearly IPRA memberships for Park District Employees.
- Work with Accounting Manager to manage/maintain Park District Grants, applications, and records.
- Submit year end ACA files using The IRS TCC reporting system.
- Assist Accounting Manager with Fiscal Year End audits.
- Work with Accounting Manager to create and maintain a yearly audit and clean-up of payroll cascade profiles for PT and Seasonal employees. Administer the District’s record retention program includes purging applicable records following State Local Records Commission retention guidelines.
- Is a designated FOIA Officer for the Park District.
- Education/Experience - High School degree with at least two years of experience in Payroll, Accounting or equivalent accounting courses at a college level is required.
- Skills/Competencies – Experience processing or auditing payroll with the use of payroll software such as Paycom, Paylocity, ADP, or PeopleSoft. Ability to demonstrate skills in problem solving, decision making and advance planning. Must be able to prioritize work assignments and complete them in an accurate and timely manner. Ability to maintain confidentiality regarding financial and personnel matters. Excellent knowledge of word processing tools and spreadsheets. Must have an eye for detail and excellent communication skills. Good understanding and working knowledge of accounting principles. Ability to use computer spreadsheet applications. Working knowledge of multiuser computer system operations. Ability to use initiative to improve office procedures, and to prepare reports and correspondence; to work effectively and exercising good judgment in dealing with both internal and external customers.
- Certifications – CPR, AED and First Aid certification required within 90 days of hire and must be maintained. Training is provided.
PHYSICAL DEMANDS
- Sitting for sustained periods of time while completing work at desk or workstations.
- Reading handwritten information and writing legibly.
- Ability to handle mental stress to cope with multiple tasks, deadlines, and situations with dissatisfied staff, vendors, etc.
- Employee’s general work area is indoors in a smoke-free environment with controlled temperature and fluorescent lighting.
- May be exposed to noise distractions from employees or equipment in adjacent work areas.
Hours: Full-time, hourly position.
Compensation: Starting pay range is $22.00 - $27.00 an hour. Starting pay will be commensurate with the experience and qualifications of the successful candidate. Includes an excellent benefit package.
