ACS Environmental is seeking a qualified Supervising Professional—holder of a PE, CIH, Hawaii DSO Level 2+ (Distribution System Operator), Hawaii WTPO Level 2+ (Water Treatment Plant Operator), OR AN EQUIVALENT U.S. state-issued drinking water certification—to provide remote oversight and document review for a statewide water quality sampling program across 11 Hawaiʻi airports.

This role is fully remote , fully offsite , and requires no interruption to your current job . Work is performed in short, predictable bursts and handled entirely via email + electronic document review and signature.

This is a 1099 independent contractor engagement.
The role activates only if ACS Environmental is awarded the Solicitation.

Scope of Work (Light-Duty, Up to 3-Year Contract)

Monthly Responsibilities (Approximately 2–4 hours per month):

  • Review monthly documentation including:
  • Chains-of-Custody
  • Field logs & stagnation verification
  • QC/QA documentation
  • Corrective actions
  • Sampling Plan, QAPP, Safety Plan sign-offs
  • Review and approve (or comment on) documents provided electronically.

Workflow (Simple & Remote):

  • Documents are delivered via a secure Microsoft OneDrive link.
  • Review directly within PDF or Word (commenting, markup, or sign).
  • Notify completion via email or other standard method.
  • No software beyond basic email + PDF/Word tools is required.

As-Needed Responsibilities (Minimal):

  • Occasional phone availability.
  • Input on resampling decisions if a positive microbiological or QC failure occurs.

Required Qualifications

1.) Certification/Qualification

  • Professional Engineer (PE) – any U.S. state (Any Discipline, ideally Environmental or Civil)
  • CIH
  • Hawaii DSO Level 2+, or equivalent (See #2 below)
  • Hawaii WTPO Level 2+, or equivalent (See #2 below)

OR

2.) Equivalent Certification (e.g. Non-Hawaii residents)

Equivalent credentials will be considered if they meet the following criteria:

  • Issued by a U.S. state, U.S. territorial agency, or national body (e.g., ABIH)
  • Relate directly to potable/public water systems, environmental sampling, or drinking water quality oversight
  • Demonstrate knowledge consistent with the scope of PE/CIH/DSO/WTPO roles
  • Recognized as meeting supervisory breadth required under the solicitation

And

3. Experience Requirement (Applies broadly and strictly to numbers 1 & 2 above)

  • ≥5 years of qualifying experience related to water systems, environmental sampling, environmental sampling results analysis, or industrial hygiene - ideally including Cu/Pb + biologicals (Coliforms, Legionella, E. Coli)
  • Basic professional computer skills:
  • Email
  • Opening documents via secure link
  • Adding document commentary (PDF or Word)
  • Electronic signing
  • Ability to return reviewed documents within 24 hours of receipt.

Compensation & Hours

  • $75/hour (fixed rate)
  • Approx. 0.5–1.0 hour per week (2–4 hours per month)
  • 1099 contractor structure
  • No benefits (not an employment position)

Contract Contingency

This position will only move forward if ACS Environmental is awarded the contract. If not awarded, the role will not be engaged.

Legal & Administrative Notes

Independent Contractor Status
This position is structured strictly as an independent contractor (1099) engagement. The Supervising Professional is not an employee of ACS Environmental or AgriWorks Crop Solutions, LLC, and therefore is not eligible for employee benefits, paid leave, or retirement programs. The contractor is responsible for their own taxes, insurance, and professional licensure obligations.

At-Will Contractual Relationship
This engagement is at-will and may be ended by either party at any time, with or without cause, provided that all outstanding work already submitted for review has been completed and invoiced.

No Guarantee of Minimum Hours
Workload is based on project needs. ACS Environmental does not guarantee any minimum number of hours per month. Actual hours are expected to average 2–4 hours per month , but may vary based on sampling cycles, QC findings, or State requirements.

Conflict of Interest
To comply with State of Hawaiʻi procurement and ethics requirements, applicants must disclose any potential conflicts of interest, including:

  • Current employment with the State of Hawai‘i DOT or Hawai‘i DOT–Airports Division
  • State of Hawaiʻi employees from agencies outside Hawaiʻi DOT or DOT–Airports are generally eligible, provided their work does not involve procurement, oversight, or regulation related to airport potable water systems
  • Direct involvement in water system operations, infrastructure management, or oversight within any of the 11 airports under this solicitation
  • Any contractual or supervisory relationship that could compromise impartiality in reviewing ACS Environmental’s documentation

Individuals currently employed by Hawaiʻi DOT–Airports or directly involved in water quality oversight for the State may be ineligible for this role due to conflict-of-interest limitations.

Document Control & Security Protocols
All documents reviewed under this contract must be accessed solely through ACS Environmental’s secure OneDrive system. All comments, markups, and signatures must be returned electronically, and all data must remain within the ACS-controlled environment. Downloading to unsecured personal devices or forwarding files to third parties is prohibited.

Confidentiality Requirement
You will be given access to sensitive project materials, including water quality documentation, field logs, QC/QA records, and sampling data. All information must be treated as confidential and proprietary to ACS Environmental.
You may not reproduce, distribute, discuss, or disclose any project information, data, communications, or documents with any outside party without written authorization.

By performing services for ACS Environmental, you agree to:

  • Not disclose confidential information to any third party.
  • Not use project information for any purpose outside reviewing ACS Environmental documents.
  • Not retain copies of materials beyond the needs of the review process.
  • Return or securely delete all materials upon request or at contract termination.
  • Not store or forward documents to unauthorized personal devices, cloud accounts, or email accounts.

This confidentiality obligation survives contract completion or termination.

Professional Liability & Standard of Care
You are expected to exercise the professional judgment, due diligence, and technical competence customary for your discipline (PE, CIH, DSO, or WTPO). Although the role is advisory and limited to document review, you remain responsible for ensuring your review is consistent with professional standards.
ACS Environmental does not require you to carry separate E&O insurance, but you may do so at your discretion or based on the requirements of your licensing board.
