Position Overview

This position is accountable for managing the Disadvantaged Business Enterprises (DBE)/Supportive Services (SS) programs within the Office of Business and Workforce Diversity (OBWD) and Bureau of Small Business Enterprises (SBE). This position develops and maintains SBE policies, procedures, and documents. This position responds to federal and state legislation and other information requests related to the programs administered by the SBE.

Essential Functions

  • Ensures viable program guidelines in conjunction with the Statewide Contract Compliance Section Manager and Bureau Chief of Small Business Enterprises (SBE).
  • Administers the Disadvantaged Business Enterprises (DBE)/Supportive Services (SS) programs. Tracks the DBE/SS data for reporting purposes.
  • Drafts, prepares, updates, and revises policies, procedures, and documents in a timely and accurate manner.
  • Prepares quarterly, year-end, and special reports utilizing the DBE database.
  • Works with all departmental offices, bureaus, and districts staff to compile data relative to the DBE programs and development initiatives.
  • Develops, enhances, and refines the DBE/SS reporting systems in conjunction with the Bureau of Information Processing (BIP).
  • Researches, analyzes, and responds in a timely manner to information requests and federal and state legislation as it relates to the DBE/SS programs.
  • Serves as the department’s liaison to federal and state officials relative to the DBE/SS programs.
  • Trains and evaluates staff.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor’s degree majoring in business, public administration, economics, or public finance PLUS three years of experience in managing public program administration, overseeing policy management, or a combination thereof; OR Eleven years of experience in managing public program administration, overseeing policy management, or a combination thereof.

  • Working knowledge of federal and state laws and regulations pertaining to Equal Employment Opportunity.
  • Demonstrate superior verbal and written communication skills including adjusting message for varied audiences.
  • Ability to maintain strict confidentiality in handling materials and sensitive information discretely while exercising tact and diplomacy in dealing with others.
  • Proven ability to work independently and with initiative in completing and coordinating numerous work assignments while meeting deadlines.
  • Work with a team in meeting deadlines.
  • Manage a high-volume, fast-paced work queue filled with shifting priorities and work assignments.
  • Ability to create and maintain harmonious working relationships with contractors, consultants, and the public.
  • Experience supervising a team.

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Requires a valid driver’s license.
  • Requires the ability to travel statewide and out-of-state on occasion with overnight stays.
  • Requires successful completion of a background screening.
