Capital Project Manager
Job Summary:
The Capital Project Manager will oversee capital projects, site planning, and inter-department coordination across multiple campuses. The position will be responsible for leading projects from conception through closeout. The ideal applicant would: have extensive knowledge of construction documents, bidding, and building practices, be able to coordinate multiple, simultaneous projects across different phases, have clear communication with stakeholders, be able to organize budgets and invoicing, and contribute positively to a team environment.
Job Description:
Capital Planning Operations 60%
- Perform the full range of project management cycle: initiating, planning (determine and define scope of work and deliverables), communicating, executing (manage schedule and activities), monitoring and controlling, and closing. Lead projects requiring functional integration. Complete sub-project and/or stand-alone elements (or a contained project such as construction project).
- Direct development of an action plan and estimate requirements for resources, including management, labor, materials, and time required to complete project.
- Coordinate efforts across entire project between architects, designers, engineers, subcontractors and internal CLC customers.
- Select and manage contractor, subcontractor and supplier relationships.
- Conduct site checks to monitor progress and quality standards. Issue progress updates as needed regarding scope, costs and schedules.
- Problem solve with contractors to address delays, emergencies or other issues.
- Schedule and manage inspections for project work completed and finalizing all project closing documentation. Handle environmental or local community issues that may arise.
- Ensure work is completed in compliance with all relevant building and safety codes.
- Obtain all necessary permits, approvals and other regulatory prerequisites, as needed.
- Develop and execute a communication plan relative to project scope, schedule and budget to maintain project focus.
- Manage and report on risks associated with projects, with the understanding that risk sharing is maintained between management and project manager.
- Review vendor invoices in advance of management approval, following up on discrepancies.
- Provide detail reports to College Leadership Team, team members and stakeholders on a regular basis.
Strategic Leadership and Project Management 30%
- Provide values-driven leadership to build and contribute to high-performing teams that provide excellence in customer service through innovative, creative and collaborative practices to all units and campuses within the College, as well as the external community.
- Implement the strategic plan, develop a collaborative student-focused and community-focused culture, assure fiscal viability of the department, uphold policy and procedures, proactively lead talent performance and talent development, and build community relations as a collaborative partner on the Leadership Council and within a shared governance structure.
- Champion the values of excellence, purpose, integrity, compassion, unity and inclusion as a leader of the College. Support student and employee success by demonstrating a commitment to equity, inclusion, and respectful interactions with persons of diverse ethnic, cultural, socio-economic or educational backgrounds.
- Develop bid and/or RFP scope and specification documents working with A/E, contractors, service providers or internal stakeholders.
- Provide project representation at pre-bid meetings and throughout bidding process addressing questions, as needed.
- Assist with biddable and non-biddable monthly Board reports.
- Prepare and manage project budgets; draft and submit budget based on scope of work and resource requirements; manage costs in order to meet budget.
- Maintain a high level of cooperation and communication with college community, and effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
- Facilitate project budget discussions and negotiations with user groups.
- Assist with preparing furniture lay outs and office moves for internal staff and faculty, as needed.
Personnel Management 5%
- Coach, mentor and develop employees across all departments, divisions and units of the College in collaboration with leaders throughout the College.
- Directly hire, lead, manage, support and empower employees on the team to job success at the College.
- Encourage and support personal and professional development and learning, well-being and work-life integration.
- Supervise student workers, student interns and apprentices, as needed.
Other 5%
- Participate on strategic and/or functional cross-departmental teams, committees and councils at the request of the division or unit leaders.
- Participate in professional associations/organizations and educational activities that enhance subject matter expertise and leadership competencies, knowledge, understanding and interpersonal skills. Remain knowledgeable of current state and federal laws, regulations, and best practices in the field of appointment ensuring the College's policies, procedures, practices and programs conform to laws and regulations and align with the mission, vision, values and strategic goals of the College.
- Participate in the shared governance process in the College including but not limited to participating on committees, commissions, lead discussions, present reports and updates to senates.
- Prepare and give presentations to the College leadership team and other constituent groups.
- Other duties as assigned.

Qualifications:
- Bachelor's degree in Building Construction, Construction Management, Civil Engineering, Architecture, Engineering or related field or the ability to earn a Bachelor's degree in (Building Construction, Construction Management, Civil Engineering, Architecture, Engineering or related field) within 18 months of employment.
- A minimum of three (3) years' related work experience.
- Project Management Professional (PMP) certification or the ability to complete within two (2) years of employment with educational support from the College.
- Minimum of three (3) to five (5) years' experience in project or construction management.
- Demonstrated expertise in reading and understanding blueprints and drawings.
- Demonstrated knowledge of construction, engineering, and architecture principles and processes.
- Demonstrated ability to budget, schedule, negotiate, and control costs.
- High degree of familiarity with contract and subcontract documents, terms, and conditions.
- Knowledge of and experience using MS Office products with proficiency in Outlook, Excel and Project.
Desired Qualifications:
- American Institute of Architects (AIA) contract knowledge
- Proficiency in Microsoft Project or similar project management tool
- Knowledge of Building Codes
- Knowledge of Project Management software (e.g., ProCore
- Project Teams software
- Bilingual Spanish
Salary
($75,850 - $85,700) This range is firm. The salary offer in this range will be commensurate with the candidate's background and experience.
