Job Overview

The Illinois Environmental Protection Agency (EPA), Bureau of Air (BOA), Air Quality Planning Section (AQPS), Monitoring Operations/Regional Unit is seeking to hire an Environmental Protection Specialist IV (EPS IV). This position serves as the Working Supervisor to staff engaged in technical and scientific air monitoring activities. The ideal candidate for this position will be organized, and detail oriented and will possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

Essential Functions

  • Serves as Working Supervisor to field staff engaged in technical and scientific air monitoring activities including:
    inspections/evaluations of air monitoring sites, installation and collection of sample filters, analysis and maintenance
    of air monitoring equipment for Central, Northern and Southern Regional/Monitoring Operations Unit, Air Quality
    Planning Section, Air Pollution Control Division, Bureau of Air;
  • Conducts highly complex technical and scientific analysis and maintenance of air monitoring equipment;
  • Prepares work plans, standard operating procedures, reports, and literature surveys to aid in the development and
    use of new air monitoring analytical and sampling methodologies;
  • Serves as specialized staff expert;
  • Serves as liaison and provides technical assistance to local agencies, volunteer operators, and contractors;
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated
    above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of four years college with coursework in
    the physical, life, or environmental sciences, engineering, or geology.
  • Requires four years of professional experience in the field of environmental protection or a related field.

Specialized Skills (Used for certain BU Employees only)

  • Requires two years’ experience in analyzing and interpreting complex technical/scientific data associated with ambient air
    monitoring devices and associated equipment and requirements.
  • Requires two years’ experience applying state and federal laws, rules, and regulations related to ambient air monitoring.
  • Requires two years of experience in operating and maintaining ambient air monitoring devices.
  • Requires two years’ experience analyzing complex issues, diagnosing and troubleshooting ambient air monitoring device
    problems, and developing appropriate solutions.

Preferred Qualifications (In Order of Significance)

  • Prefers two years’ experience in analyzing and interpreting complex technical/scientific data associated with ambient air
    monitoring devices and associated equipment and requirements.
  • Prefers two years’ experience applying state and federal laws, rules, and regulations related to ambient air monitoring.
  • Prefers two years’ experience of operating and maintaining ambient air monitoring devices.
  • Prefers two years’ experience analyzing complex issues, diagnosing and troubleshooting ambient air monitoring device
    problems, and developing appropriate solutions.
  • Prefers extensive knowledge of modern inspectional and investigative techniques and procedures.
  • Prefers ability to prepare detailed and comprehensive reports of complex and sensitive field inspection and/or
    investigations.
  • Prefers ability to establish and maintain liaison with municipal officials, facility owners and operators, plant managers, or
    their representatives, and agency professional staff.
  • Prefers the ability to utilize a personal computer with knowledge of Microsoft Word and Excel software.
  • Prefers coursework (18 – 20 semester hours) in Chemistry, Biology, or Physics

Conditions of Employment

  • This position is considered heavy work as defined by the U.S. Department of Labor (20 CFR 404.1567(d)). Heavy work
    involves lifting no more than 100 pounds at a time with frequent lifting or carrying of objects weighing up to 50 pounds.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires appropriate, valid driver’s license.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the
    employee should be aware that if offered non-State employment during state employment or within one year immediately
    after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office

  • Requires the ability to pass a name-based background check.
