Position Overview

This position serves as a Telecom Accounts Payable & Billing Specialist, organizing, planning, executing, controlling and evaluating the goals, objectives, and operation of the Telecom Accounts Payable & Billing functions. In this role, you will analyze and support the operations of the Invoice Verification Program through the detailed review, validation, and reconciliation of vendor invoices against Expense Management System EMS 11 service order and billing charges to ensure data accuracy, process integrity, and compliance with agency policies and financial controls. Additionally, this position will serve as an agency liaison for telecommunications billing help desk, using automated systems to manage and resolve inquiries related to billing, payments, and inventory. This position monitors, verifies and supports the execution of EMS billing runs to ensure timely, accurate processing of telecommunication invoices and researches, identifies, isolates, evaluates and corrects EMS issues, including performing clean-up functions. Essential Functions

  • Under direction, serves as a Telecom Accounts Payable & Billing Specialist for the Department of Innovation & Technology (DoIT), organizing, executing, controlling and evaluating the goals, objectives, and operation of the Telecom Accounts Payable & Billing functions.
  • Analyzes and supports the operations of the Invoice Verification Program through the detailed review, validation, and reconciliation of vendor invoices against Expense Management System EMS 11 service order and billing charges to ensure data accuracy, process integrity, and compliance with agency policies and financial controls.
  • Serves as an agency liaison for telecommunications billing help desk, using automated systems to manage and resolve inquiries related to billing, payments, and inventory.
  • Monitors, verifies, and supports the execution of EMS billing runs to ensure timely, accurate processing of telecommunication invoices.
  • Researches, identifies, isolates, evaluates, and corrects EMS issues, including performing clean-up functions.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
  • Requires one (1) year of professional administrative experience in a public or business organization.


Specialized Skills

  • Requires one (1) year of professional experience performing fiscal analysis, detailed review, and verification of complex telecommunications billing transactions, including file imports, media runs, and invoice reconciliation using enterprise systems such as EMS11, ARPS, SAP, or similar.
  • Requires one (1) year of professional experience conducting specialized research and resolving discrepancies in telecom vendor billing such as call usage, fiber backbone, frame relay, Centrex, and access circuit charges.
  • Requires one (1) year of professional experience operating and troubleshooting a telecommunications billing help desk, including managing tickets, coordinating with vendors/technical teams, and maintaining credit logs and production schedules.
  • Requires one (1) year of professional experience planning, developing, and implementing procedural improvements for the Invoice Verification Program or equivalent billing workflows to enhance accuracy, audit readiness, and operational efficiency.


Preferred Qualifications

  • One (1) year of professional experience performing fiscal analysis, detailed review, and verification of complex telecommunications billing transactions, including file imports, media runs, and invoice reconciliation using enterprise systems such as EMS11, ARPS, SAP, or similar.
  • One (1) year of professional experience conducting specialized research and resolving discrepancies in telecom vendor billing such as call usage, fiber backbone, frame relay, Centrex, and access circuit charges.
  • One (1) year of professional experience operating and troubleshooting a telecommunications billing help desk, including managing tickets, coordinating with vendors/technical teams, and maintaining credit logs and production schedules.
  • One (1) year of professional experience planning, developing, and implementing procedural improvements for the Invoice Verification Program or equivalent billing workflows to enhance accuracy, audit readiness, and operational efficiency.
  • Working knowledge of EMS and ARPS processing and procedures, with the ability to generate, interpret, and reconcile specialized reports on obligations, expenditures, charges, and credits.
  • Ability to develop and maintain comprehensive documentation of billing procedures, controls, and work schedules to ensure continuity, audit compliance, and knowledge transfer.
  • Ability to transition paper-based billing records to electronic workflows, including designing or refining data file processes, media imports, and automated logging to support audit readiness and streamline operations.
  • Ability to analyze data to interpret complex billing and inventory data, identify trends or anomalies, and make data-driven recommendations to optimize telecom accounts payable and billing processes.
  • Ability to develop and maintain cooperative working relationships with vendors, technical teams, and agency staff.
  • Demonstrated verbal and written communication skills to clearly convey technical billing concepts, audit findings, and process recommendations to both technical and non-technical audiences.
