Animal Control Officer
Job Summary:
The Jackson County Animal Control Department is seeking a responsible, detail-oriented, and community-minded Animal Control Officer to perform field enforcement, animal welfare services, and investigative duties throughout Jackson County.
In this critical public safety role, the Animal Control Officer will respond to citizen calls, investigate animal bites and cruelty cases, enforce local and state laws, and ensure the humane treatment of animals. The position requires strong communication skills, sound judgment, and the ability to document incidents thoroughly for potential legal proceedings.
This position is part of a cross-trained team and will also support operations at the Jackson County Animal Control Facility as needed to ensure continuity of care and service.
Key Responsibilities:
- Field Response & Enforcement:
- o Respond to calls for service related to animal complaints, bites, strays, and welfare concerns.o Enforce Jackson County ordinances and Illinois animal control laws, including rabies vaccination requirements.o Issue warnings or citations as appropriate using sound judgment and discretion.
- Animal Handling & Transport:
- o Capture and transport stray, injured, or dangerous animals using approved equipment and humane practices.o Ensure safe and humane handling of all animals in the field and during transport.
- Investigations & Case Development:
- o Investigate animal cruelty, abuse, and neglect complaints.o Collect and preserve evidence including photographs, witness statements, and scene documentation.o Prepare detailed case reports suitable for administrative review and court proceedings.o Coordinate with the Jackson County Sheriff’s Office and State’s Attorney’s Office as needed.o Testify in court or administrative hearings when required.
- Incident Reporting & Documentation:
- o Complete accurate and timely incident reports in accordance with department procedures.o Maintain detailed records of all calls, investigations, and enforcement actions.o Ensure all documentation meets legal and evidentiary standards.
- Facility Support (Cross-Training):
- o Assist with intake, care, and monitoring of animals at the Animal Control Facility.o Support feeding, cleaning, and kennel operations as needed.o Observe and report animal health and behavior concerns.o Provide operational support during staffing shortages, emergencies, or peak periods.
- Public Interaction & Education:
- o Serve as a professional representative of Jackson County in all public interactions.o Educate residents on responsible pet ownership, animal laws, and available resources.o Communicate clearly and effectively in stressful or sensitive situations.
- Equipment & Vehicle Maintenance:
- o Maintain assigned county vehicle and animal control equipment.o Ensure all tools and safety equipment are in proper working condition.
- Emergency Response:
- o Respond to urgent or emergency situations involving animals in the field or facility.o Coordinate with law enforcement and emergency personnel when necessary.
- Other Duties as Assigned:
- o May include assisting with community outreach, public education events, or special projects.
Qualifications:
- High School Diploma or GED required.
- Valid Illinois Driver’s License required.
- Minimum of two (2) years of experience working with animals or in a related field preferred.
- Previous experience in animal control, law enforcement support, veterinary services, or shelter operations is highly desirable.
- Strong communication and interpersonal skills, with the ability to interact effectively with the public, law enforcement, and other stakeholders.
- Ability to work independently and exercise sound judgment in field situations.
- Detail-oriented with the ability to document incidents accurately for legal and enforcement purposes.
- Ability to work collaboratively as part of a team and support both field and facility operations.
- Knowledge of Illinois animal control laws and animal care practices preferred.
- Basic proficiency in report writing and recordkeeping systems.
- Must be able to work a flexible schedule, including weekends, holidays, and emergency call-outs.
Physical Requirements:
- Ability to lift and carry up to 75 pounds.
- Comfortable working in various weather conditions, including outdoor environments.
- Ability to stand, walk, bend, kneel, and stoop for extended periods.
- Ability to safely handle animals of various sizes, temperaments, and conditions.
