Position Overview

The Illinois Department of Natural Resources is hiring a Conservation Police Lieutenant for the Pawnee Service Center. This position coordinates the Support Services Program for the Office of Law Enforcement, serves as a working supervisor providing guidance and training to staff, works with other sworn law enforcement administrators for the authorization and issuance of vehicles, procurement of new law enforcement equipment and issuance of items to field staff. The person in this position will oversee program budget, prepare requisitions for law enforcement purchases and coordinate the Office of Law Enforcement statewide equipment inventories. Essential Functions

  • Under general direction, plans, implements, evaluates, and coordinates the Support Services Program for the Office Law Enforcement.
  • Serves as working supervisor.
  • Directs and monitors program budget.
  • Controls, evaluates, and coordinates the OLE statewide equipment inventories.
  • Coordinates and implements in present record keeping operations of the OLE watercraft, boat motors, and trailers, coordinates and monitors issuance of such equipment field personnel.
  • Makes revisions in present record keeping processes to provide efficient reports for the fiscal office, submits required reports to the Division's fiscal officer pertaining to confiscated firearms, and other related law enforcement.
  • Performs duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of a bachelor's degree, preferably with major coursework in either law enforcement, social justice, and social sciences, or in a related conservation field such as forestry or natural resource management, biological and physical sciences; equivalent training or related experience as a law enforcement officer or related technical conservation resource/public lands management experience may be substituted on a year-for-year basis.
  • Requires one-year supervisory law enforcement experience as a certified Conservation Police Sergeant or equivalent law enforcement experience.

Preferred Qualifications

  • Prefers one (1) year of law enforcement experience as a Conservation Police Sergeant.
  • Prefers one (1) year of specialized experience in law enforcement equipment and technology, with a focus on researching, evaluating, and supporting procurement strategies that align with operational requirements and regulatory standards.
  • Prefers one year (1) of experience using Excel and other programs for tracking and reporting, coupled with in-house inventory systems to efficiently manage data workflows, maintain inventory accuracy, and support operational logistics.
  • Prefers thorough knowledge of an outdoor recreational participant’s habits, methods, techniques, and means of evading Conservation laws.
  • Prefers thorough knowledge of proper investigation and arrest procedures, confiscation and handling of evidence, and prosecution procedures.
  • Prefers four (4) years of experience operating and maintaining equipment necessary to perform the assigned duties of a Conservation Police Officer, i.e., motor vehicles, two-way radios, mobile data computer, watercraft, outboard motors, firearms, snowmobiles, all-terrain vehicles, speed capture radars, and sonar depth finders.

  • Ability to respond to special enforcement operations and incidents requiring immediate response.
  • Ability to effect physical arrests.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings. Office of Law Enforcement

The Office of Law Enforcement (OLE) supports the Department's programs designed to protect Illinois' natural and recreational resources through enforcement of those portions of the Illinois Compiled Statutes enacted for that purpose. Conservation Police Officers are vested with full state-wide police authority and are trained to the highest standards for law enforcement professionals in Illinois.

In addition to these enforcement responsibilities, Conservation Police Officers serve as an important link between the Department and its various constituencies (civic groups, sportsmen's groups, sport shows, etc.). These officers are called upon to assist outside agencies in emergency situations or rescue operations. They participate in the instruction of conservation related statutes to outside agencies, law enforcement organizations, or educational institutions upon request.
