Position Overview

The Illinois Office of the Comptroller is seeking applicants for the position of Public Service Administrator - IT Security.

The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all.

Main Function

Under administrative direction of the Senior Public Service Administrator of System Security, the incumbent implements and maintains system security, monitoring objectives for complex computer system and application software. The incumbent performs monitoring activities to ensure compliance with approved policies and procedures; performs active security incident monitoring and response; performs security system software maintenance.

Job Description

  • Monitors and supervises users' activities to ensure compliance with established security-related policies, standards, and procedures. Responds to security alerts for potential incidents. Conducts incident response activities.

  • Implements and maintains the security structure for the Office of Comptroller (IOC) technical infrastructure and applications. Supervise the performance of security system software configuration, maintenance, and updates. Creates post review documentation. Assists in the creation of information security standards.

  • Analyze security privileges and permission structure of SQL servers and other server applications to determine potential risk and manage ompact as appropriate.

  • Communicates with internal staff and externalagency users to solve routine and complex security-realted system access problems and IOC applications questions. Assists in tuning security applications and tools.

  • Identify and evaluate the gathering, distribution and diposition of confidential data handled by Comptroller's Office.

  • Keeps abreast of current cybersecurity related trends, risks, and mitigation strategies through publications, training opportunities, and bulletins in support of IOC initiatives.

  • Performs other duties as requested or assigned by supervisor thet are within the scope of duties efined above.

Minimum Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college preferably with courses in information systems, or computer science AND two (2) years of progressively responsible administrative experience in information security, or any equivalent combination of training and experience.
  • Requires awareness and adherence to the principles of Confidentiality, Integrity, and Availability (CIA triad).
  • Requires extensive knowledge of information security principles and practices.
  • Requires working knowledge of information security tools including endpoint protection tools, Security Information and Event Management (SIEM) mangement, SQL mangement tools.
  • Requires a recognized information security certification (Security+, Certified Ethical Hacker (CEH), Certified Information Systems Security Professional (CISSP), or equivalent), or the ability to obtain an information security certification within one (1) year.

  • Requires ability to express ideas clearly both orally and in writing.
  • Requires extensive knowledge of office programs and service objectives, activities, and operational systems.
  • Requires ability to develop and maintain satisfactory working relationships with employees.
  • Requires knowledge of project management techniques and the principles of effective leadership and supervision.
  • Requires ability to plan and prioritize complex projects and to manage them from conception to conclusion, including identifying and resloving problems to ensure project accuracy and timelines.
  • Requires ability to exercise judgment and discretion in developing, implementing and interpreting departmental policies and procedures.
  • Requires working knowledge of personal computers and software.
  • Requires working in a team environment.
  • Requires ability to exercise a high degree of initiative and resoursefulness in the development of completion of work projects.

Benefits

This position is eligible to be a member of the State of Illinois Group Insurance program which includes health, dental, vision, and life insurance coverage options. Additionally, this position will annually accrue 12 paid sick days, a minimum of 12 paid vacation days, 4 paid personal days, and be afforded 14 paid state holidays, prorated based on start date.
