Job Summary

Identifies and engages potential candidates for a broad range of roles with a primary focus on building strong talent pipelines rather than managing the full recruitment lifecycle. Utilizes various sourcing methods, including online searches, social media, and networking events, to locate qualified individuals and initiate contact to assess interest. Collaborates with recruiters and hiring managers to understand job requirements and develop targeted, effective sourcing strategies. Responsible for conducting preliminary candidate assessments, maintaining accurate records in the applicant tracking system (ATS), and contributing to the continuous improvement of sourcing practices through market research and data analysis.

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor's Degree or higher and
  • Two (2) years of talent sourcing, recruitment, or directly related experience or
  • An equivalent combination of education and/or experience is required.


Preferred Qualifications

  • At least one (1) year experience using LinkedIn Recruiter or an ATS (applicant tracking system) is preferred.
  • Experience working within a government human resources department, with a focus on Talent Acquisition is preferred.


Candidates who are contacted will be required to produce original required documents (e.g., current driver’s license, diploma, school transcript, certifications, etc.) listed on the Notice of Job Opportunity within five (5) days of being extended an offer, in writing, by the Bureau Chief of BHR (or designee). Candidates will be notified of how to submit required documents.

  • Degrees awarded outside of the United States with the exception of those awarded in one of the United States territories and Canada, must be credentialed by the World Education Services (WES), Educational Credential Evaluators (ECE) or a National Association of Credential Evaluation (NACES) member organization.


Knowledge, Skills And Abilities

  • Proficient in sourcing tools and techniques, including Boolean search, LinkedIn Recruiter, and major job boards.
  • Strong organizational and time management abilities, with a proven track record of managing multiple priorities and deadlines effectively.
  • Ability to communicate complex information clearly and adapt messaging to diverse audiences, both verbally and in writing.
  • Demonstrated self-motivation and independence, with the ability to work autonomously while meeting team goals.
  • Proficient in applicant tracking systems (ATS) and recruitment software, with the ability to maintain accurate and compliant records.
  • Ability to provide moderate-level insight and subject matter expertise to colleagues, management, and external partners within the talent acquisition function.
  • Collaborative team player with the ability to share specialized knowledge and contribute to cross-functional recruitment efforts.
  • Working knowledge of candidate engagement strategies, including principles and practices for attracting and maintaining interest from qualified talent.


Physical Requirements:

Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.

Salary Range: $74,220 - $81,931 yearly

  • This position requires successful completion of post-offer tests, which may include a background check, drug screen and medical examination.
