Position Overview
The Office of Community Assistance is seeking to hire a Grant Coordinator (Executive I) to join a team of Grant Managers who work with 35 grantees throughout Illinois for the Low-Income Home Energy Assistance Program (LIHEAP) and the Community Services Block Grant. The ideal candidate will work closely with their grantees to ensure that federal policies are being followed on an ongoing basis, utilizing onsite monitoring as needed. The programs receive more than $350 million in federal funding to assist over 300,000 low-income Illinois residents in paying their utility bills and providing them with the tools they need to rise out of poverty. Essential Functions
- Provides training and technical assistance to grantees on an on-going basis to ensure successful programs.
- Conducts on-site visits and desk monitoring of assigned grantee agencies, and their intake sites, of the Office of Community Assistance.
- Prepares risk assessments, reviews online program tools, prepares reports and spreadsheets to enhance and establish accurate evaluations.
- Participates in the review of grant proposals, modifications, implementation plans, community action plans and work programs on an ongoing basis to assure alignment with program requirements or local needs assessment.
- Reviews general ledgers, cost ledgers, journals and bank statements and corporate ledgers to ensure costs are charged appropriately and are recorded and maintained in accordance with generally accepted accounting principles.
- Participates in roundtables, conferences, and training seminars to provide grantee agencies with program requirements and changes.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
- Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Preferred Qualifications
- Prefers at least six (6) months expereince in the Low Income Home Energy Assistance Program (LIHEAP) systems LIHEAP.net and/or Single Tracking and Reporting Systems (STARS.)
- Prefer intermediate experience with spreadsheets and document creation.
- Prefer a Master’s degree.
- Prefers one (1) year experience working with customers or grantees.
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history.
- Requires appropriate, valid driver’s license.
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
