Position Overview
The Division of Behavioral Health & Recovery (DBHR) is seeking to hire an Executive II to serve as the statewide coordinator of the Gambling Initiative within the Bureau of Program Development. Implements DBHR and/or Gambling Initiative policy. Organizes, plans, monitors and reports DBHR activities related to the Gambling Initiative. Reviews and monitors contracts and approves subcontractors for the Gambling Initiative. Monitors and evaluates work products, services, materials, projects and programs related to the Gambling Initiative. Provides consultation and technical assistance to DBHR funded programs related to the Gambling Initiative. Travels in performance of job duties.
Essential Functions
- Serves as the Gambling Coordinator.
- Assists in reviewing and delivering training modules developed by the Illinois Alcoholism and Other Drug Abuse Professional Certification Association (IAODAPCA) and other training partners.
- Reviews, evaluates and analyzes existing policies and procedures related to the Gambling Initiative.
- Travels to conduct on-site monitoring of gaming establishments to ensure the signage and public awareness materials are appropriately displayed in compliance with existing policies.
- Travels in the provision of monitoring and corrective action plan development and implementation related to compliance monitoring and licensure oversight of providers.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires two (2) years of responsible administrative experience in a public or business organization.
Specialized Skills
Of the two (2) years of experience, requires two (2) years of responsible administrative experience in substance and/or gambling treatment and recovery programming.
Preferred Qualifications
- Two (2) years of responsible administrative experience in substance and/or gambling treatment and recovery programming.
- Two (2) years of professional experience in contract/grant development, monitoring and compliance activities and knowledge of contract and budget requirements.
- Two (2) years of professional experience developing, reviewing and delivering training modules and technical assistance modules for a public or private organization.
- Two (2) years reviewing, evaluating and analyzing existing policies and procedures for a public or private organization.
- Two (2) years of professional experience working with community-based organizations to assure compliance with legislative, rule and/or policy requirements.
- Alcohol and Drug Counselor (CADC) and/or Certified Recovery Support Specialist (CRSS)/Certified Peer Recovery Specialist (CPRS) and/or Problem and Compulsive Gambling Certification (PCGC)/International Certified Gambling Counselor (ICGC) certification(s).
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
