Position Summary
The Education Supervisor provides leadership, oversight, and continuous quality improvement for all
educational services within the Head Start program. This role ensures full compliance with the Head Start
Program Performance Standards (HSPPS, 45 CFR Parts 13011305) and all applicable federal, state, and
local regulations. The Education Supervisor leads instructional quality, curriculum implementation,
assessment systems, and professional development to ensure school readiness outcomes for all children
through developmentally appropriate, culturally responsive, and inclusive practices.
Supervisory Responsibility
Directly supervises Education Coordinators, Lead Teachers, Teachers, Teacher Assistants, and
classroom support staff.
Provides instructional coaching, mentoring, and performance evaluation.
Supports recruitment, onboarding, and retention of qualified education staff.
Essential Duties and Responsibilities
1. Educational Program Leadership (HSPPS 1302 Subpart C)
Oversee implementation of a research-based, developmentally appropriate curriculum aligned
with the Head Start Early Learning Outcomes Framework (HSELOF).
Ensure curriculum fidelity, vertical alignment, and integration across all learning domains.
Lead instructional planning that supports cognitive, social-emotional, physical, language, and
literacy development.
Ensure individualized instruction based on child assessment data.
2. Child Assessment and Data Systems (HSPPS 1302.33)
Oversee valid and reliable child assessment systems.
Ensure data-driven instruction and continuous quality improvement.
Monitor ongoing assessment, documentation, and progress monitoring.
Lead data analysis for program planning and school readiness goals.
3. School Readiness Goals (HSPPS 1302.102)
Lead development, implementation, and evaluation of school readiness goals.
Align classroom practices, curriculum, assessments, and family engagement with school readiness
objectives.
Ensure coordinated planning across service areas.
4. Professional Development & Staff Development (HSPPS 1302.92)
Develop and implement comprehensive training and professional development systems.
Ensure staff qualifications and credentials meet federal and state requirements.
Support continuous improvement through coaching, mentoring, and reflective supervision.
Ensure compliance with teacher qualification standards.
5. Inclusive Practices & Disabilities Services (HSPPS 1302 Subpart F)
Ensure full inclusion of children with disabilities.
Coordinate with Disabilities Coordinators and service providers.
Support implementation of IFSPs and IEPs.
Promote Universal Design for Learning (UDL) and individualized supports.
6. Health, Mental Health, and Wellness Integration (HSPPS 1302 Subpart D)
Collaborate with health and mental health staff to integrate wellness into classroom environments.
Promote trauma-informed, developmentally appropriate practices.
Ensure safe, healthy learning environments.
7. Family Engagement Integration (HSPPS 1302 Subpart E)
Ensure educational services align with Family and Community Engagement (PFCE) Framework.
Support parent involvement in learning and school readiness.
Promote culturally responsive family partnerships.
8. ERSEA Alignment (HSPPS 1302 Subpart A)
Coordinate with ERSEA staff to ensure education services align with enrollment, attendance, and
engagement strategies.
9. Compliance, Monitoring, and Accountability
Ensure compliance with all Head Start Program Performance Standards.
Lead internal monitoring, classroom observations, and compliance reviews.
Prepare documentation for federal, state, and funding source monitoring.
Support CLASS implementation and quality improvement initiatives.
10. Governance and Program Systems (HSPPS 1301 & 1303)
Provide reports and data to Policy Council and Governing Board.
Participate in program planning, grant development, and strategic initiatives.
Support coordinated service delivery systems. Performance Standards Alignment

Definitions
Required Qualifications
Masters degree in Early Childhood Education, Child Development, Education Administration, or
related field (preferred).
Bachelors degree in Early Childhood Education or related field (minimum requirement).
Minimum of 35 years experience in Head Start or early childhood program leadership.
Demonstrated knowledge of Head Start Performance Standards.
Experience with curriculum implementation, CLASS, child assessment systems, and CQI processes.
