Police Captain
Division of Public Safety Job Summary
This position serves as the Captain of Operations and provides management and leadership to broad operational areas within the Police Department. This position manages and ensures the continuous and effective functioning of the Patrol and Detective Bureaus, actively provides complex administrative support to the Deputy Chief of Police and Chief of Police, ensures and promotes the understanding of the Division mission and vision statements, and promotes the understanding of the Division values. Duties & Responsibilities:
- Assumes management responsibility of assigned operational bureaus and functions within the police department which includes but is not limited to recommending, developing and administering policies and procedures, managing and participating in the strategic development of budget, goals and objectives for assigned areas.
- Manages and directs the effective deployment of department resources as related to operational needs.
- Ensures effective cooperation with campus leadership, campus units, community members and groups, and law enforcement agencies.
- Manages and supervises the activities of designated personnel; organizes and structures work; participates in the hiring and promotional process.
- Represents the Department at campus as well as outside programs, conferences, committees, and other communication efforts.
- Conducts audits of operational bureaus functions to ensure professional, community based and innovative delivery of services.
- Attends symposiums and training sessions of interest to the Department and the University; makes appropriate presentations as needed.
- Serve as campus security authority.
- Other duties as assigned.
Work is sedentary much of the time. However, employee must have physical strength, endurance, and agility required by all police officers. Employee may, at any time, be required to perform in situations which are physically or mentally demanding. Minimum Qualifications:
- High school graduation or equivalent.
- Possession of a valid driver's license.
- No record of conviction of a felony or misdemeanors as identified in the Illinois Police Training Act (50 ILCS 705 et seq.), or a crime involving moral turpitude.
- Eligibility for bonding, if required by the employing institution
- Successful completion of the Basic Law Enforcement Officers' Training course as prescribed by the Illinois Law Enforcement Training & Standards Board, if required by the employing institution. All recruit law enforcement officers who successfully complete this course after September 1, 1984 are required to successfully pass the Law Enforcement Officers' Certification Examination. (Applicants lacking such training at time of appointment will be required to complete such requirement during, and as a part of, their probationary period of employment in this class.)
- At least 21 years of age upon employment. (This requirement may be further defined by local recruitment, examination, and employment policies, provided age requirements have been met with regard to all other applicable state and federal regulations in this respect.)
- Bachelor's degree (or 120 semester credit hours) granted by an accredited institution of higher education, preferably in police science, law enforcement, or other police or law curriculum.
- Six (6) years (72 months) of full-time experience as a police officer with a federal, state, county, college or university, municipal, or public institutional police organization having a recognized merit system with at least two (2) years (24 months) of supervisory experience in the field.

Knowledge, Skills, and Abilities:
- Knowledge of Illinois criminal statutes, Illinois vehicle code, and University rules and regulations.
- Knowledge of Departmental policy and procedure and contract with police officers.
- Knowledge of management and leadership principles.
- Knowledge of police tactics and procedures, including various patrol options, scheduling for a continuous operation, criminal investigation techniques, crowd control principles, and traffic enforcement techniques.
- Knowledge of police record and reporting systems.
- Knowledge of various crime prevention programs, physical security methods, and alarm and camera systems.
- Knowledge of the community oriented public safety philosophy and how this philosophy can/will be applied to the University community.
