POSITION SUMMARY:

Provides leadership, direction and coordination as it applies to this position necessary to develop and implement the Maryville philosophy. Provides coordination of consultation to individual homes/programs and maintains organizational effectiveness and efficiency. Has detailed knowledge of the prevailing standards of youth care as noted in the licensing, regulatory and certifying bodies of the specific programs under his/her supervision. Engages primarily in the performance of managerial duties. Customarily and regularly directs two or more other employees.

ESSENTIAL FUNCTIONS:

  • Provides leadership and direction in the care of the youth in placement. Sets up mechanisms that ensure that the child care plan, as developed by the child care team, is followed;

  • Takes a leadership position in maintaining an up-to-date and accurate program plan for all the programs under supervision. Conducts a formal yearly content review (prior to the new fiscal year) to ensure applicability and accuracy. Collaborates with the Maryville quality standards of care for the population being served. Ensures that the administrative programmatic and clinical leadership is knowledgeable of the program plan and is following the guidelines and tenants set down.

  • Ensures adherence to Program Plan and has clear knowledge and understanding of the standards and licensing requirements governing the specific program(s) under his/her supervision. Has either demonstrated or will demonstrate the capacity to apply these appropriate stands in the day-to-day functioning of the program:

  • Licensing Standards for Child Care Institutions (Part 401);

  • Behavior Treatment in Residential Child Care Facilities (Part 384);

  • Medicaid Community Mental Health Services Act (Part 132) (If applicable to your program);

  • Mental health and Developmental Disabilities Code (405 ILCS 5) Chapter 11;

  • Mental Health and Developmental Disabilities Confidentiality Act (740 ILCS 110);

  • Health Insurance Portability and Accountability Act (45 CFR);

  • Confidentiality of Personal Information of Persons Served by the Department of Children and Family Services (Part 431);

  • Council on Accreditation – General Standards inclusive of Ethical Practice, Rights and Responsibilities, Continuous Quality Improvement, Management of Human Resources, Quality of the Service Environment, Training and Supervision, Intake, Assessment and Service Planning, Service Delivery, and Behavior Management;

  • Council on Accreditation - Specific Service Standards pertinent to the program and population being served;

  • Depending on site and program, may be required to demonstrate knowledge and understanding of Department of Alcohol and Substance Abuse Standards, Joint Commission on Accreditation of Health Care Organizations, Illinois Department of Public Health, Centers for Medicaid and Medicare Services, Department of Human Services and/or other regulatory bodies as identified by the administration as being pertinent to the population being served;

  • Is responsible for informing, educating, and supervising subordinates in the application of the above mandates.

  • Conducts weekly meetings with mid-level program administrators to facilitate resources and services for youth and staff. Conducts regular meetings with other administrative staff. These meetings will document that the following is being discussed and generate a summary of the meeting for the Director of Program Services review;

  • Dissemination of information concerning policies, procedures, standards of care, etc.;

  • Issues and problems arising from unfinished business of previous meeting(s);

  • Overview of the environment of care issues (maintenance issues);

  • Discussion of pertinent Unusual Incident Reports;

  • Specific program or unit trends (positive or negative);

  • Specific training needs;

  • Quality Improvement Projects (Develops measurable and timely quality improvement goals for each unit or home under supervision.

  • Evaluates the services being provided by the programs in relation to specified goals and standards and recommends modifications where appropriate. Keeps up to date with the standards of care concerning the population that the program(s) serve. Is cognizant of the prevailing literature, clinical trends, and direction that the field in taking;

  • Works collaboratively with outside consumers (DCFS, DASA, Public Guardian, DHS, TPSN, Inspector General) and external monitors. Maintains an openness to program review and evaluation and is open to suggestions that would improve the delivery of services for our youth. Represents Maryville in a professional and competent manner in every interaction with consumers, monitors, licensing and certifying bodies;

  • Develops and maintains a child-centered approach to the day-to-day functioning of their program. Demonstrates skills in team development, collaboration, and maintains communication;

  • Maintains an active presence in the programs he/she supervises;

  • Meets and maintains all requirements necessitated by identified Accrediting body;

  • Assures implementation of all Maryville Policy and Procedures and the implementation of the Maryville philosophy. Acts as liaison with other programs and other Maryville support services (i.e., Staff Education, Administrative support staff, Human Resources, Continuous Quality Improvement, etc.);

  • Ensures the adherence to agency hiring and disciplinary process policies and procedures;

  • Ensures in collaboration with HR that all staff have appropriate credentials, training, and expertise to do the work necessary. Collaborate with clinical directors, staff education, and external experts to facilitate training staff in areas of deficiencies;

  • Demonstrates working knowledge and understanding of program’s contractual obligation;

  • Ensures that employees and/or independent contractors with specialized functions have current, required licenses, such as may be needed for nurses and therapists;

  • Coordinates with Administrative Services maintaining the physical plant, landscaping and agency vans/vehicles. Ensures that the environment of care is conductive to general health, well-being, and growth;

  • Manages all program, budgetary and administrative operations for site(s) under his/her direction;

  • Ensures that staff is up to date on initial and annual training requirements;

  • May be asked to participate in agency committee work;

  • Assists in the marketing aspects of the program for families and donors;

  • Review and approves payroll;

  • Assists in the coordination and development of fund raising activities for the Crisis Nursery and Respite Care Programs;

  • Assists in on-going site specific training for employees, parents and volunteers;

  • Communicates regularly with the Director of Program Services regarding program states, needs, etc.;

  • Performs other work-related duties as assigned by the Director of Program Services;

MINIMUM REQUIREMENTS:

Education/Experience:

  • Master’s Degree in human services field from an accredited school, three years’ work experience with children, at least two of which were in institutional or other group care programs, and at least two additional years of administrative experience, preferred;

  • Minimum of a Bachelor’s degree from an accredited college or university, five years’ work experience with children, at least three of which were in institutional or other residential group care and an additional two years’ of administrative experience;

  • Extensive knowledge of the Maryville philosophy and mission;

  • Extensive experience with site specific population being served;

  • Must be a minimum of 25 years of age.

Skills /Knowledge:

  • Competency in the Early Childhood field;

  • Participation in and successful completion of DCFS trainings relative to programming, as needed;

  • Successful completion of initial and ongoing training requirements;

  • Must possess a valid Illinois driver’s license in compliance with the driving standards as identified on form CFS-671;

  • Ability to communicate effectively, verbally and in writing, with Maryville youth, supervisors, co-workers, subordinates, support agencies, and a variety of internal as well as external consumers;

  • Ability to analytically problem-solve a variety of situations;

  • Ability to cope with crisis situations in a calm, effective manner.

Physical Demands:

  • Required to sit, stand, bend, stoop and walk for extended periods. Ability to walk up and down stairs;

  • Required to infrequently lift/ move objects and/or youth weighing in excess of 40 pounds;

  • Must have visual, hearing, and learning capabilities sufficient to perform the essential functions defined above.

Environment and Scheduling:

  • Work is performed in and in association with group home settings, including but not limited to schools, recreational facilities, court rooms, hospitals, correctional/detention institutions, and various community settings;

  • Duties involve contact with parents and family members who may be threatening, aggressive, suicidal, and/or under the influence of drugs or alcohol;

  • Must be flexible in scheduling and available to work evening and week-end shifts;

  • Duties include 24-hour on-call and immediate response to emergency needs of the program.

Salary Range: $80,000 - 85,000 per year
