How you'll make an impact

The Senior Counsel role is part of the GGB-US Legal Department and requires significant understanding of the insurance brokerage business, and the legal and regulatory framework that supports the business operation. Generally, the role requires the use of knowledge and experience in the industry to support the Compliance Department’s goals, which include evaluation of compliance risks, development of continuous improvement plans and supplementation of essential written policies/ guidelines/ standards and effectively communicating and implementing those standards within the organization. Senior Counsel will counsel and support the Licensing Team and Surplus Lines Departments, and coordinate with Operational Compliance Leads in the development of stronger processes to eliminate risk, create efficiency, and develop an audit plan to ensure insurance brokerage legal and regulatory compliance.

This position, located at GGB-US’ headquarters in Rolling Meadows, Illinois, will report directly to the GGB-US Chief Compliance Officer with a dotted line reporting to the Corporate Global Chief Compliance Officer. The successful candidate will initially be an individual contributor and critical partner to a variety of business segments who, over time, will organize process and integrate various compliance functions that are decentralized. The position demands the development and maintenance of essential relationships with business and compliance operations leaders, and our Gallagher Service Excellence team.

Main Accountabilities:

  • Serve as a legal adviser on regulatory issues that impact GGB-US insurance brokerage and Specialty business including Licensure, Payment Card Industry Standards and E-Commerce, marketing, telemarketing, FCRA, TCPA, consumer protection, subscription/automatic renewal laws, data privacy laws.
  • Review and approve, from a regulatory standpoint, all marketing and fulfillment material for insurance and discount medical plan organization licenses, including any supporting bond or insurance requirements used by GGB-US Affinity and its clients; communicate regulatory and business excellence standards to GGB-US stakeholders.
  • Maintain file of marketing and fulfillment material, appropriate state filings, and ongoing audits to ensure compliance with legal requirements and vendor guidelines.
  • Assist and support Operational Compliance Leads on development of internal training content for insurance compliance requirements.
  • Align, support and collaborate with other members of the GGB-US Legal Team and provide review of client and third-party contracts for compliance required standards and terms.
  • Work with Legal and Communications Teams to develop new process, procedure, and organization to resource material for the operations and sales teams.
  • Monitor and interpret new regulations or law changes that affect the business and develop appropriate action plans and strategies to integrate such changes into business practice.
  • Provide key oversight of all outside Licensing vendors.
  • Support TPA licensing and business administration and compliance standards for the business.
  • Review and coordinate with internal network security and IT teams on responses to client and other third-party compliance and risk assessment questionnaires, and RFP responses related to compliance matters.
  • Participate in due diligence review of acquisition targets and outline risk and strategy for integration.
  • Conduct investigation and prepare material responsive to state insurance regulators in connection with consumer complaints, required compliance filings, investigations, market conduct exams and informal inquiries.
  • Participate as needed with internal investigations of legal matters that involve regulatory compliance.
About You

Position Requirements:

  • Bachelor’s degree and a minimum of 8 years of legal experience in insurance compliance and regulatory function.
  • Minimum of 5 years of law firm or in-house experience working as an insurance regulatory advisor for an insurance broker or carrier required.
  • D. Degree with proven academic success. Licensed in Illinois or any other state that approves in-house status.
  • Prior experience working as a lead participant in a cross-functional team that supports business improvement through systems development, integration, design and training.
  • Understands and has the ability to assist in operational compliance implementation.
