Position Overview

This position is accountable for the accurate and timely completion of administrative and support functions associated with land acquisition, which includes, among other duties, compiling, classifying, and evaluating information required to support each step in the land acquisition process. This position encompasses processing and monitoring invoices, court orders and other payment requests relating to legal proceedings and real estate transactions. It also includes rendering relocation assistance and management of district owned property, as needed.

Essential Functions

  • Accurately monitors properties’ status and ensures entry into the state Land Acquisition Management System (LAS).
  • Ensures accuracy and completeness of computations covering relocation disbursements.
  • Performs funding monitoring for the land acquisition program and ensures that invoices are verified and forwarded for payment in a timely manner.
  • Accurately completes all data entry activities and assists in the monitoring of project status.
  • Maintains the orderly and accurate storage of financial information and documents.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of two years of college majoring in engineering, construction management, or related
    fields; OR Six months of professional experience in real estate, surveying, title work, land acquisition,
    negotiation, property management or relocation assistance or a combination thereof.

Preferred Qualifications

  • Excellent organizational and self-motivational skills.
  • Exceptional time management skills.
  • Strong oral and written communication skills.
  • Working knowledge of data entry, experience with IBM databases or similar databases.
  • Working knowledge of real estate, appraisals, property management, and relocation assistance administration.
  • Strong computer skills with proficiency in MS Excel, Adobe Acrobat, Word, Outlook, and other Microsoft Office Suite programs.

Conditions of Employment

  • Valid driver’s license.
  • Light travel required for delivery of settlement check to the courthouse.
  • Successful completion of a background check.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
