Position Overview

The Division of Family and Community Services is seeking to hire a position to serve as the Grant and Contract Coordinator; coordinate daily fiscal and administrative grant functions including review and processing payment information, budgets, and reporting; assists Bureau Fiscal staff in monitoring budgetary operations; and works with Bureau grantees to promote compliance with state and federal regulations and grant award requirements.

Essential Functions

  • Serves as the statewide Grant and Contract Coordinator of the Domestic and Sexual Violence, Human Trafficking, and statewide support grants (InfoNet, Helpline and Training).
  • Organizes, plans, reviews, and executes applications, contracts, and budgets of Bureau programs.
  • Serves as spokesperson for Domestic Violence, Human Trafficking, and statewide support programs.
  • Confers regularly with Bureau staff on the integrations of program and administrative and fiscal functions, goals, and objectives.
  • Represents the Bureau in fiscal and administrative education/training activities and planning efforts.
  • Collaborates with Bureau staff in the development of the application process to allocate funds.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires two (2) years of responsible administrative experience in a public or business organization.

Specialized Skills

  • Of the two (2) years of required experience, requires one (1) year of professional experience working with accounting, reporting and grantmaking systems, such as SAP, the Procurement Business Case (PBC), and grant tracking systems, such as the Community Services Agreement (CSA) Grants Tracking System and Microsoft Office Suite.

Preferred Qualifications

  • Two (2) years of professional experience working with accounting, reporting and grantmaking systems, such as SAP, the Procurement Business Case (PBC), and grant tracking systems, such as the Community Services Agreement (CSA) Grants Tracking System and Microsoft Office Suite.
  • Two (2) years of professional experience in fiscal and grant administration in State or Federal grant management and processing.
  • Two (2) years of professional experience with budgetary responsibilities, such as, development and review of budgets, review of payment documentation, and tracking expenditures and grant award and grantee level.
  • Two (2) years of professional experience working directly with grantees, providing technical assistance and support, conducting site visits, or monitoring reviews, and communication on policies, procedures, and grant requirements.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
