Job Overview
The Illinois Environmental Protection Agency (EPA), Bureau of Water (BOW), Division of Public Water Supplies, Drinking Water Compliance Section, Compliance Assurance Section is seeking to hire an Environmental Protection Specialist 4 as a Working Supervisor and Technical Expert. This position will serve as a working supervisor of professional staff engaged in Drinking Water Compliance programs in the field or office setting or serves as a staff member of consulting agency personnel on complex or difficult problems or studies which have program or policy impact. In this position, you would be the technical division expert in the Division’s lead and copper program, and would serve as the working supervisor for the Lead and Copper Unit. The successful candidate will have experience independently working on studies which have a number of unknowns and require advanced knowledge and/or experience to complete. As an EPS4, you will be reviewing technical and scientific information regarding a particular case and providing technical assistance to staff inspectors and professional staff.

Essential Functions
- Conducts activities related to the planning, development, and administration of rules governing lead and copper
monitoring, lead service line inventory and replacement requirements for public water supplies, and tracking
compliance in the State Safe Drinking Water Information System (SDWIS) compliance/tracking system and related
Federal SDWIS add-on modules in the Lead and Copper Unit, Drinking Water Compliance Section, Division of
Public Water Supplies (DPWS), Bureau of Water (BOW), including: - Serves as a specialized drinking water technical expert:
- Serves as the designated working supervisor to lower-level staff engaged in conducting activities related to the
rules governing lead and copper monitoring by public water supplies and lead service line inventory and
replacement, including tracking compliance in the State SDWIS compliance/tracking system and related Federal
SDWIS add-on modules in the Drinking Water Compliance Section, Division of Public Water Supplies (DPWS),
Bureau of Water (BOW): - Conducts in-depth technical and scientific investigations and other activities relative to community water systems
and their compliance with State and federal regulations; - Explains and interprets Division of Public Water Supplies programs and policies as well as State and Federal
laws, rules and regulations and answers technical and routine questions from facility owners/operators, training
providers, environmental groups, governmental officials, and the general public concerning community water supply
statutory and regulatory concerns. - Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated
above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to the completion of four years college with coursework in
the physical, life, or environmental sciences, engineering, or geology. - Requires four years of professional experience in the field of environmental protection or a related field.
Specialized Skills (Used for certain BU Employees only)
- Requires two years of experience with the state and federal Lead and Copper Rule Revisions (LCRR), including issuance
of Lead and Copper Action Level Exceedances.
Preferred Qualifications (In Order of Significance)
- Prefers at least two (2) years’ of experience in the administration of water quality monitoring and in interpreting and
applying State and Federal drinking water rules and regulations; - Prefers at least two (2) years’ of experience in enforcement of laws governing a state or federal drinking water program,
including issuing notices of violation and compliance agreements; - Prefers at least two (2) years’ of experience in generating and reviewing compliance reports for a state or federal drinking
water program; - Prefers at least two (2) years’ of experience in communicating state and federal drinking water compliance requirements to
certified drinking water operators, municipal officials, and other external stakeholders; - Prefers at least two (2) years’ of experience utilizing an Access database;
- Prefers good organizational skills that allow for the arrangement of thoughts, time, and tasks in a structured way to
efficiently accomplish goals.
